The Bishop of Chester, the Rt Revd Peter Forster voted ‘Content’ with Lord McKenzie of Luton’s amendment 3 to clause 1 of the Cities and Local Government Devolution Bill:
Amendment 3, in clause 1, page 1, line 8, at end to insert: “( ) An order under subsection (1) shall not be used as a condition for agreeing to the transfer of local authority or public authority functions.”
