On 6th December 2023, the House of Lords a motion to approve the Code of Practice on Reasonable Steps to be taken by a Trade Union (Minimum Service Levels). A vote was held on an amendment to the motion, in which a Bishop took part:

The Bishop of Manchester took part in a vote on an amendment to the approval of the Code of Practice tabled by Lord Collins of Highbury: “that this House regrets that the draft Code of Practice imposes significant new duties on trade unions, beyond the scope of the Strikes (Minimum Service Levels) Act 2023; could exacerbate conflict in the workplace; and despite its intention to provide additional clarification to unions, still contains significant areas of uncertainty.”
The amendment was approved. Content: 196 / Not Content: 192
