Bishop of Durham pays tribute to retiring Lord Speaker

On 12th May 2021 tributes were paid in the House of Lords to Lord Fowler, the retiring Lord Speaker. The Bishop of Durham spoke on behalf of the Lords Spiritual:

The Lord Bishop of Durham: It is my privilege to pay tribute to the noble Lord, Lord Fowler, from the Spiritual Benches. I start with a specific reflection from these Benches on our leading of Prayers at the start of each day. The noble Lord was consistently considerate and courteous, taking the time to personally thank the duty Bishop for their prayers on each occasion. It was a small, kind gesture that meant more than he may have realised.

We all know of the noble Lord’s long-term, ongoing dedication and perseverance in addressing HIV. His patient persistence is admirable and notable. As he continues with this commendable work, as a UN ambassador, we trust he will further help it move forward. As it happens, this morning, before we began business, I was on a call with Christian Aid, for Christian Aid Week, with people from Kenya who were reflecting not only on climate change but the ongoing impact of AIDS in their country. It is work that needs to continue.

Bishop of Durham asks about temporary accommodation for asylum seekers

The Bishop of Durham received the following written answer on 28th April 2021:

The Lord Bishop of Durham asked Her Majesty’s Government:

how many asylum seekers with school-age children are currently housed in contingency accommodation; and how long they expect it will be before such asylum seekers are allocated dispersal accommodation.
whether there is a list of requirements that dispersal accommodation must meet.
what requirements they have established with Migrant Help (1) to log and record every call made to the service by asylum seekers in contingency accommodation, and (2) to set a target time for responding to issues raised in these calls, as part of its contracts with that charity; and what assessment they have made of whether Migrant Help is fulfilling any such requirements in carrying out such contracts.

Bishop of Durham asks about housing for asylum seekers

The Bishop of Durham received the following written answers on 26th April 2021:

The Lord Bishop of Durham asked Her Majesty’s Government how many asylum seekers they have asked (1) Mears, (2) Serco, and (3) Clearsprings Ready Homes, to provide accommodation for as part of Operation Oak.

Lord Greenhalgh (Con, Home Office): We currently have c8100 people in hotels, with our providers working to procure sufficient accommodation across the UK to exit contingency accommodation and maintain a business as usual operation thereafter.

Bishop of Durham moves Cathedrals Measure

On 22nd April 2021, the Bishop of Durham moved the Church of England Cathedrals Measure in the House of Lords, asking that the measure be approved for Royal Assent. The Bishop of Oxford also spoke in support of the measure:

The Lord Bishop of Durham [V]: That this House do direct that, in accordance with the Church of England Assembly (Powers) Act 1919, the Cathedrals Measure be presented to Her Majesty for the Royal Assent.

My Lords, I beg to move the second Motion standing in my name on the Order Paper. The Cathedrals Measure provides a new statutory framework for the governance and regulation of 41 Church of England cathedrals and will replace the framework in the Cathedrals Measure 1999.

Our cathedrals are national treasures which it is both a privilege and a responsibility to care for. They play a key role in our national life, with some 10 million adults visiting them each year and around 330,000 children enjoying free educational visits to them. All our cathedrals are involved in work in their local community, and they contribute around £220 million annually to the UK economy, employing some 3,000 people. Above all, however, each cathedral serves its community as the mother church of its area and the seat of a bishop, and remains in use for its original purpose.

Bishop of Durham moves Diocesan Boards of Education Measure

On 22nd April 2021, the Bishop of Durham spoke in support of the Diocesan Boards of Education Measure, asking that the House of Lords approve the measure:

The Lord Bishop of Durham [V]: That this House do direct that, in accordance with the Church of England Assembly (Powers) Act 1919, the Diocesan Boards of Education Measure be presented to Her Majesty for the Royal Assent.

My Lords, the Diocesan Boards of Education Measure updates and replaces the Diocesan Boards of Education Measure 1991, which provides the legal framework within which the Church of England’s dioceses engage and work with church schools.

Bishop of Durham asks about government’s immigration plan

The Bishop of Durham asked a question on the government’s plan for supporting those seeking asylum in the UK on 14th April 2021, in response to a government statement on immigration:

The Lord Bishop of Durham [V]: I begin by declaring my interest as a trustee of Reset and a member of the RAMP Project, as in the register. The Minister knows that I have deep respect for her work, and I am extremely grateful for the co-working we have done on a range of issues over the last few years. There is much that I welcome on the refugee side in the Statement and the policy statement. However, I have some very deep concerns around the asylum side of this. I would almost divide it into one half good, one half bad. The specific question I would like to ask today is this: under the Government’s proposals, the route by which people seeking asylum arrive in the UK will be indicative of the leave they are granted and the support they receive throughout their time. What basic support package, even if less generous, will be available to those granted temporary protection for two and a half years, to ensure that they do not face destitution? How will such temporary systems enable effective integration, which is one of the things that the Statement and the policy statement seek to achieve? I look forward to some robust discussions with the Minister in the future.

Bishop of Durham asks about housing and services provided for asylum seekers

The Bishop of Durham received the following written answer on 12th April 2021:

The Lord Bishop of Durham asked Her Majesty’s Government how many members of staff working for asylum accommodation providers have received the training specified in the Asylum Accommodation and Support Statement of Requirements; and whether training for staff who have face-to-face contact with service users is stipulated in Home Office contracts with providers.

Bishop of Durham asks about immigration detention facilities

The Lord Bishop of Durham asked Her Majesty’s Government what plans, if any, they have for an immigration centre for women on the former site of Hassockfield Secure Training Centre.

Education (Guidance about Costs of School Uniforms) Bill: Bishop of Durham speaks at second reading

The Bishop of Durham spoke at the second reading of the Education (Guidance about Costs of School Uniforms) Bill on 19th March 2021, supporting the bill and emphasising the need to ensure affordable and ethically made school uniforms be made accessible to all:

The Lord Bishop of Durham [V]: My Lords, I speak in my capacity as chair of the National Society, and thus lead bishop in the Church of England for education. In principle, uniform is a fantastic leveller: it can foster unity and provides an opportunity for students to worry less about the challenges of fitting in. It is therefore worrying to find that the cost of uniforms is instead causing division by highlighting disparities. Having poverty- aware uniform policies means that we can avoid worsening the disadvantages that a child in poverty is already faced with. We must return uniforms to being beneficial, which the Bill will do. The Bill has my support, as it would ensure that all families can afford uniforms.

Bishop of Durham asks about funding for refugee resettlement scheme

On 3rd March 2021, the Bishop of Durham asked a question on funding for the UK’s refugee resettlement scheme:

The Lord Bishop of Durham [V]: I am a trustee of Reset and a member of the RAMP project. As the Minister knows, stakeholders continue to warn that, without parity of the timing of the resettlement scheme and a long-term funding commitment, they are unable to plan their services to resettle refugees. Indeed, some are having to place staff on notice and scale back their existing operations. Can the Government confirm now when the scheme will be launched for the long term with secure funding from the Treasury?
