Bishop of Exeter speaks on healthcare in rural areas

The Bishop of Exeter spoke in a debate on healthcare in rural areas on 23rd February 2023, emphasising the need to address challenges in staff retention in the NHS and the care service:

The Lord Bishop of Exeter: My Lords, I begin by thanking the noble Baroness, Lady McIntosh, for securing this important debate. We all acknowledge that the NHS is operating under enormous pressure at the present time. Perhaps inevitably, publicity focuses on our inner cities but, as we have been hearing this afternoon, rural communities are also pinch points. My own county of Devon has the second-oldest population in the country. We should not underestimate the challenge, both logistical and financial, of delivering healthcare to an ageing population, particularly in coastal communities and remote rural areas.

In his 2021 report on coastal communities and their patchy provision of medical services, the Chief Medical Officer for England observed that some

“of the most beautiful … and historically important places”,

including in the south-west region,

“have some of the worst health outcomes in England, with low life expectancy and high rates of many major diseases”.

The Lord Bishop of Exeter asked His Majesty’s Government how many deaths were attributed to antimicrobial resistance in England in (1) 2017, (2) 2018, (3) 2019, (4) 2020, and (5) 2021.

Lord Markham (Con): The UK Health Security Agency runs national surveillance programmes to collect and analyse data on antimicrobial use and antimicrobial resistance (AMR). Data is reported in the annual English surveillance programme for antimicrobial utilisation and resistance report.

Lord Benyon (Con): The Government is committed to supporting farmers and growers to control pests sustainably. This will require innovation, including the development of biopesticides, which often have a lower risk profile than conventional chemical pesticides

The Lord Bishop of Exeter asked His Majesty’s Government what support they are providing to British farmers for the development of alternatives to dairy milk products, such as oat milk.

Lord Benyon (Con): We will always support British farming. We are introducing schemes and policies that enable farmers to have resilient businesses, produce the food our nation needs, enhance animal health and welfare and also to protect and enhance the natural environment.

what assessment they have made of the rising levels of crime and low conviction rates in rural areas.
what consideration they have given to setting up rural crime units.
what steps they are taking to increase the conviction rate for rural crime.
what guidance they plan to issue to farmers to protect themselves from violent crime.

Lord Benyon (Con): The Statistical Digest of Rural England, published in August 2022 by DEFRA, states “average crime rates (police recorded crime) are lower in rural areas than urban areas”. However, we recognise that some crimes are unique and specific to rural areas.

Bishop of Exeter speaks in a debate on the effects of long Covid

The Bishop of Exeter spoke in a debate on the effects of long covid on 17th November 2022, focusing on the impact on rural communities:

The Lord Bishop of Exeter: My Lords, I too thank the noble Baroness, Lady Thornton, for securing this important and timely debate.

I will focus my remarks on the rural dimension of long Covid, which is having an impact on many people in Devon where I am privileged to serve. I am concerned about rural sustainability and the need to ensure that the Government’s levelling-up agenda is not focused exclusively on urban deprivation. Rural poverty may not show up on government statistics because it is dispersed in pockets, but it is just as real. Research suggests that structural inequalities, including poverty, are important in the development and course of Covid-19 and may form an important context for long Covid.

As far as Devon is concerned, the picture postcard view of my county beloved by holidaymakers is only half the story. The best information we have is that there are currently around 16,000 people living with long Covid in Devon and, as I am sure the noble Baroness, Lady Watkins of Tavistock, will corroborate, it is impacting on the economic life of our county.

The Lord Bishop of Exeter asked His Majesty’s Government how they are working with supermarkets to ensure that affordable staple foods are available on the shelves this winter given the increasing food cost for (1) consumers, and (2) retailers.

Lord Benyon (Con): Defra has well established ways of working with industry. This includes extensive, regular and ongoing engagement with supermarkets and producers in order to tackle the cost-of-living challenge. Through this engagement, Defra will continue to explore the range of measures food retailers can take to ensure the availability of affordable food. For example, by maintaining value ranges, price matching and price freezing measures.

The Lord Bishop of Exeter asked His Majesty’s Government what assessment they have made of the annual survey conducted by the Grocery Code Adjudicator which identified a deteriorating relationship between food suppliers and retailers; and what steps they will take to improve that relationship.

Bishop of Exeter asks about funding for combatting avian influenza

The Bishop of Exeter asked a question regarding further funding for a government project to combat avian influenza on 3rd November 2022:

The Lord Bishop of Exeter: My Lords, earlier this year, His Majesty’s Government announced the establishment of a new flu map research project, which aims to help us better understand the transmission and spread of avian flu. Along with many others, I welcome the £1.5 million in funding by the Government, but in the light of the severity of this current outbreak, have the Government undertaken an assessment of the need for additional and further funding for this project, mindful of the fact that prevention is better than cure?
