Bishop of St Albans asks about issues associated with lotteries

The Bishop of St Albans received the following written answers on 11th July 2023:

The Lord Bishop of St Albans asked His Majesty’s Government, further to the Written Answer by Lord Parkinson of Whitley Bay on 15 June 2023 (HL8253) what training is provided to retailers about the risk of National Lottery and society lottery products.

Lord Parkinson of Whitley Bay (Con): The 2018 Health Survey for England showed that lotteries were associated with the lowest rates of problem gambling of all gambling products considered, and the National Lottery Operator is mandated under its licence to have player protection strategies.

Bishop of Chichester asks about National Lottery Heritage Fund

On 14th July 2021, the Bishop of Chichester asked a question on the abolition of the National Lottery Heritage grant for church buildings:

The Lord Bishop of Chichester: My Lords, will the Minister undertake to review the abolition of the HLF grant for places of worship, which has resulted in congregations without financial resources finding it much harder to compete for maintenance and development funding? The effect of abolition has been profoundly demoralising for small rural communities and areas of deprivation in coastal towns, such as Hastings, where the church building can be a source of local pride and community cohesion but is in danger of falling into disrepair and representing a sense of abandonment by local and national government.

Bishop of St Albans calls for transparency on amount from lottery tickets going to charity

St Albans 2On 18th July 2019 Lord Addington (Lib Dem) asked the Government “what plans they have to ensure that lottery providers who operate on a national basis, other than the National Lottery, spend a minimum of 25 per cent of their profits on the funding of good causes, which are currently funded by the National Lottery”. The Bishop of St Albans, Rt Revd Alan Smith, asked a follow-up question:

The Lord Bishop of St Albans: My Lords, research shows that not all lotteries that operate on a national scale make it clear that they are neither charities nor not-for-profit organisations. People often do not realise that. Does the Minister agree that making it mandatory to declare on each ticket the minimum percentage of each pound spent on charity, for both draw-based and instant-win games, would ensure that users really understand just where their money is going?

Bishop of Chester pays tribute to Heritage Lottery Fund support for cathedrals and church buildings

On 17th December 2015 the House of Lords debated a motion from Lord Holmes of Richmond, “To move that this House takes note, on the occasion of its 21st birthday, of the contribution made by the National Lottery to sport, culture, charities and national heritage throughout the United Kingdom.” The Bishop of Chester, Rt Revd Peter Forster, spoke in the debate,paying tribute to the positive impact lottery funding has had on cathedrals and church buildings.

The Lord Bishop of Chester: My Lords, most of us will remember the strapline which launched the National Lottery: “It could be you”. Well, I never quite believed that it would be me but, nevertheless, the lottery has had great success over time. Many people thought that it would slightly fade from view and lose some of its initial gloss. Indeed, people worked out that it probably would not be them at all. It is very interesting how it has become a national institution. In that sense, we have been led into temptation on a grand scale.
