Affordable and Sustainable Housing

Selaine Saxby MP (Con, North Devon) asked: Whether the Church of England is taking steps to provide affordable and sustainable housing on its land. (902965)

Andrew Selous MP (Con, South West Bedfordshire): I can tell my hon. Friend that the Church Commissioners are bringing forward substantial new amounts of housing across England, including affordable homes, in accordance with local planning policy in the areas concerned. Where the commissioners are able to, we also seek to go further— for example, through the use of rural exception sites to provide a higher proportion of affordable housing than the local plan requires.

Church of England: Finance

Rachael Maskell MP (Lab, York Central): To ask the Member for South West Bedfordshire, representing the Church Commissioners, what discussions the Church Commissioners have had with stakeholders on (a) their spending priorities and (b) how these align with the mission of the church.

Levelling-up & Regeneration Bill: Government amends Bill in response to call from Bishop to clarify local authorities grant-making powers to places of worship

On 13th July 2023, during a report stage debate on amendments to the Levelling-up and Regeneration Bill, the Government Minister Baroness Scott introduced an amendment to the Bill to give clarity in the law on the question of the ability of local authorities to issue grants to parish churches and places of worship. The Bishop of Bristol had called for this at the earlier Committee stage, introducing her own amendment, which was not accepted at the time. The Minister’s amendment recognises the need for the changes, and is made in response to the arguments advanced by the Bishop and others at Committee. There was a short debate on the amendment, which the House agreed without a vote.

Church Choirs: Engagement with Local Schools

Sir Desmond Swayne (New Forest West) (Con): What steps the Church of England is taking to encourage church choirs to engage with local schools. (905370)

The Second Church Estates Commissioner (Andrew Selous): The Church of England has enthusiastically supported the Government’s Sing Up programme, encouraging local music hubs to partner with churches, and enabling the use of skills and knowledge that schools would otherwise have to buy in. I am sure that my right hon. Friend, as a strong supporter of singing in church, will very much approve.

Holy Land: Desecration of Religious Sites

The Second Church Estates Commissioner (Andrew Selous): In the first three months of this year, seven cases of serious vandalism and antisocial behaviour against churches have been recorded in Israel. That is a sharp increase on the previous year. The Church of England continues to work with the Anglican Archbishop of Jerusalem, the heads of other Churches, other faith leaders and the Jordanian Government, as custodian of the holy sites, to maintain the peace.

Jerome Mayhew MP (Con): To ask the Member for South West Bedfordshire, representing the Church Commissioners, if he will make an assessment of the adequacy of local authority grant funding available to parish churches to upgrade their facilities.

Andrew Selous MP (Con): It is the view of the National Church Institutions that Local Authority and Parish Council grant funding is not being made available to parish churches on a consistent basis, due to a lack of clarity in interpretation of existing law, specifically the Local Government Acts 1894, 1972 and the Localism Act 2011.

Mr Ben Bradshaw MP (Lab): To ask the Member for South West Bedfordshire, representing the Church Commissioners, what meetings he has held in his capacity as Second Church Estates Commissioner with (a) evangelical groups and (b) groups representing other traditions in the Church of England in the last 12 months.

Andrew Selous MP (Con): In the twelve month period since February 2022 I have met with representatives of the groups listed below. This is in addition to the large number of regular meetings I have held with the National Church Institutions boards, committees and officials, and with individual bishops, Government ministers, officials, and Members of Parliament.

Levelling Up Bill: Bishop of Bristol raises concerns about support for parish churches and housing development

On 17th January 2023, the House of Lords debated the Levelling Up Bill in its second reading. The Bishop of Bristol spoke in the debate, raising concerns about financial support for parish churches and the services they provide, and the importance of housing and development planning:

The Lord Bishop of Bristol: My Lords, it is good to be here considering this much-awaited piece of legislation. I declare my interest as a member of the Church Commissioners board, as set out in the register. I congratulate the noble Baroness, Lady Anderson, on her powerful maiden speech and on the stories of her female antecedents. I look forward to the maiden speech of the noble Lord, Lord Jackson.

I am also grateful to the noble and right reverend Lord, Lord Chartres, for his speech on the role of heritage in levelling up. As the current Church of England lead bishop for church buildings, I want to look at one detail in this Bill, which provides an opportunity for the clarification of the law on local council funding for parish church buildings. Across the country, parish churches are vital to the flourishing of their local communities. Initiatives have brought about much transformation in recent years. Exemplifying this is the current Warm Welcome campaign. Since its launch, thousands of churches and other places of worship across the country have welcomed 2.6 million people, providing space for relationship and community building and practical support as the days, like today, get colder. Add to this the ongoing work done in every region by church-run food banks, debt advice centres, domestic abuse support services and so much more. As your Lordships can imagine, I want to live in a world where such services are not needed, but it is important that action can be taken now to address systemic inequalities.
