On 21st October 2021, the House of Lords debated the Skills and Post-16 Education Bill in the report stage. Votes were held on amendments to the bill, in which Bishops took part:

Division 1:
The Bishop of Durham took part in a vote on an amendment tabled by Lord Baker of Dorking, which would ensure that his clause in the 2007 Education Act, meant to enable students to easily access information about further education, is legally enforceable.

Division 2:
The Bishop of Durham took part in a vote on his amendment 45, which would ensure flexibility for higher education students in receipt of universal credit.

The Bishop of Durham took part in a vote on an amendment tabled by Baroness Wilcox of Newport to insert the new clause Lifelong learning: review to the bill. The clause would require the Secretary of State to publish an annual report on the effect of funding restrictions on those pursuing higher education qualifications.

The Bishop of Durham took part in a vote on an amendment tabled by Lord Addington to insert the following provision into the bill:
“(2A) Regulations under subsection (1) must include provision to require ITT(FE) courses to include special educational needs awareness training relevant to the students of ITT(FE) courses within an institution.”

Division 5:
The Bishop of Durham and the Bishop of Manchester took part in a vote on an amendment tabled by Lord Clarke of Nottingham, which would stipulate that education up to level 3 should be provided free of charge for those who had not yet attained a level 3 qualification, and that any employer receiving apprenticeship funding should spend at least two thirds of that funding on people beginning level 2 and level 3 apprenticeships before the age of 25.
