Bishop of St Albans asks about domestic waste management systems

The Bishop of St Albans received the following written answers on 26th February 2024:

The Lord Bishop of St Albans asked His Majesty’s Government what assessment they have made of the impact of household waste and recycling centre closures on incidences of fly-tipping.

Lord Douglas-Miller (Con, DEFRA): We have previously commissioned research into the drivers, deterrents and impacts of fly-tipping that suggested any friction in the system relating to the use of Household Waste Recycling Centres (HWRCs), which have negative impacts on cost or convenience, can act as provocations for normally law-abiding people or businesses to fly-tip or give their waste to someone who goes on to fly-tip. The Environmental Protection Act 1990 requires waste disposal authorities to provide places for residents to deposit household waste. It is a Local Authority responsibility to manage suitable availability.

Bishop of St Albans asks about effectiveness of CCTV to address fly tipping

The Bishop of St Albans received the following written answers on 5th December 2023:

The Lord Bishop of St Albans asked His Majesty’s Government what assessment they have made of the effectiveness of CCTV in addressing fly tipping hotspots.

Lord Benyon (Con, DEFRA): Across two rounds of our fly-tipping grant scheme, we have awarded nearly £1.2 million to help more than 30 councils purchase equipment, such as CCTV, to tackle fly-tipping at known hot-spots.

Bishop of Exeter asks about crime prevention in rural areas

The Bishop of Exeter received the following written answers on 29th November 2022:

The Lord Bishop of Exeter asked His Majesty’s Government:

  • what assessment they have made of the rising levels of crime and low conviction rates in rural areas.
  • what consideration they have given to setting up rural crime units.
  • what steps they are taking to increase the conviction rate for rural crime.
  •  what guidance they plan to issue to farmers to protect themselves from violent crime.

Lord Benyon (Con): The Statistical Digest of Rural England, published in August 2022 by DEFRA, states “average crime rates (police recorded crime) are lower in rural areas than urban areas”. However, we recognise that some crimes are unique and specific to rural areas.

Fly-tipping

The Lord Bishop of St Albans: To ask Her Majesty’s Government what assessment they have made of the impact caused by fly-tipping on areas of outstanding natural beauty, following reports that the Woodland Trust has spent over £1 million on cleaning up fly-tipping over the past five years.

The Parliamentary Under-Secretary of State, Department for Environment, Food and Rural Affairs (Lord Gardiner of Kimble) (Con): My Lords, the impact of fly-tipping is grave wherever it occurs. It blights local communities and the environment, and tackling fly-tipping is a government priority. Defra’s recently announced resources and waste strategy outlines our approach to tackling waste crime, including specific proposals to prevent, detect and deter fly-tipping. This month, we gave local authorities and the Environment Agency powers to issue financial penalties to householders who fail in their duty of care and pass waste to fly-tippers.

The Lord Bishop of St Albans: I thank the Minister for his reply. Having said that, the statistics from local authorities show that over half of them have not had one successful prosecution for fly-tipping. They say that it is not about a lack of law, regulation or anything else; it is a lack of resource. They simply do not have the ability to use the powers they have already got. What can Her Majesty’s Government do to break through this impasse and address this terrible problem, which we face right across the country?
