The Bishop of Manchester asked a question on support for those unable to obtain mortgages for apartments due to issues of building safety, and tackling this barrier to home ownership, on 6th December 2023, during a discussion on falling rates of owner-occupation among people aged 25-34:

The Lord Bishop of Manchester: My Lords, in cities such as mine of Manchester and Salford, in terms of home ownership, many people in this age group aspire to an apartment yet, however many years we are on from the Grenfell fire disaster, too many properties still remain unmortgageable. I am grateful to the noble Lord, Lord Greenhalgh, for the support he has given to campaigners over the years, yet still people cannot get a property because they cannot get a mortgage on it. When will the Government put an end to this scandal?

The Lord Bishop of Chelmsford asked His Majesty’s Government what assessment they have made of the impact of the empty homes premium since its introduction in 2013, with reference to the Local Government Association’s findings of 13 November that empty homes in England have risen by nearly 10 per cent in the past five years.

Bishop of Durham asks about housing for refugees

The Bishop of Durham received the following written answers on 25th October 2023:

The Lord Bishop of Durham asked His Majesty’s Government, following the High Court ruling that the use of hotels to house unaccompanied asylum-seeking children is unlawful, what steps they will take to end the use of hotels for this purpose.

Lord Murray of Blidworth (Con, Home Office): Hotel accommodation is a temporary means to accommodate the increased number of unaccompanied asylum-seeking children (UASC) arriving in the UK and is only ever a contingency option, not a long-term solution. The high number of UASC arrivals, particularly because of small boat crossings, has placed unprecedented pressure on the National Transfer Scheme (NTS). Out of necessity, the Home Office have accommodated UASC on an emergency and temporary basis in hotels while placements with local authorities have been vigorously pursued.

The Lord Bishop of Southwark asked His Majesty’s Government what steps they are taking to support London Councils who have reported a 120 per cent rise in requests by landlords for return of properties used as temporary homes and a 41 per cent reduction in the number of properties available for private rental since 2020.

Bishop of Durham asks about freezing of local housing allowance

The Bishop of Durham received the following written answer on 14th September 2023:

The Lord Bishop of Durham asked His Majesty’s Government what assessment they have made of the impact on families of freezing local housing allowance rates for the past three years.

Viscount Younger of Leckie (Con, DWP): No Assessment has been made, however the department works closely with stakeholders, Jobcentres and Local Authorities to understand the impact of its policies on families.

The Local Housing Allowance (LHA) policy is kept under regular review and rates are reviewed annually by the Secretary of State. LHA rates are not intended to meet all rents in all areas.
