National Church Governance Measure

Danny Kruger MP (Reform, East Wiltshire) asked: 2. What guidance the Church Commissioners have received from the Charity Commission on changes proposed under the draft National Church Governance Measure.

Bishop of Manchester asks about plans to ban conversion therapy in the UK

The Bishop of St Albans received the following written answer on 29th April 2024:

The Lord Bishop of Manchester asked His Majesty’s Government what plans they have to introduce legislation which would ban the practice of conversion therapy.

Baroness Barran (Con, Women & Equalities): The Government is taking account of the recently published final report from the independent Cass Review.

Church Commissioners Questions: Theft from Church Buildings, Asylum Seekers, Same Sex Relationships, and Churches on the World Watch List

On 22nd February 2024, Andrew Selous MP, representing the Church Commissioners, gave the following answers to MPs in the House of Commons:

Theft: Security of Church Buildings

Greg Smith MP (Con, Buckingham) asked: Whether the commissioners have issued recent guidance to church parishes on securing buildings to prevent theft.

Andrew Selous MP (Con, South West Bedfordshire): Before I reply to my hon. Friend the Member for Buckingham, may I pass on my condolences, and I am sure those of the whole House, to the family and friends of Alan Wilson, the Bishop of Buckingham, who died suddenly last Saturday?

There is comprehensive advice to all parishes on the Church of England website about how to keep buildings secure, which we regularly update. All buildings used for religious worship are also eligible for the Home Office’s hate crime protection scheme.

Conversion Therapy Prohibition (Sexual Orientation and Gender Identity) Bill: Bishop of Guildford expresses concerns regarding effects on freedom of religion

On 9th February 2024, the Bishop of Guildford spoke in a debate on the Conversion Therapy Prohibition (Sexual Orientation and Gender Identity) Bill, supporting the intention of the bill whilst noting concern that the wide scope of the bill would have an impact on religious freedoms:

The Lord Bishop of Guildford: My Lords, the use of coercion to seek to alter the sexuality or gender identity of another person, whether medical, psychological, spiritual or otherwise, is clearly an abhorrent abuse of power. If there is a gap in the law at this point—I leave that question to those who are more expert in the law than I am—it needs to be filled. The Church of England has given serious thought to coercion in recent years, as we have become more aware of the dangers of controlling and bullying leadership styles and the toxic cultures that they can engender. In that sense, I welcome at least part of the intention of this Bill—to protect vulnerable LGBT adults and young people from such potentially abusive and harmful environments and behaviours.

However, I share with many others across this Chamber a sense of deep alarm at the almost unlimited reach of the Bill as drafted, in which no attention is given to questions of consent, harm, vulnerability or the use and abuse of power. Instead, it appears to introduce blanket bans on certain ways of behaving, even certain ways of thinking, within the workplace, school, church, mosque and even the family. At the very least, it creates a culture of fear across the board—a kind of chill factor, especially for those who may not be fully signed up to the current societal orthodoxies.

Conversion Therapy Prohibition (Sexual Orientation and Gender Identity) Bill: Bishop of Bristol welcomes legislation whilst calling for greater clarity

The Bishop of Bristol spoke in a debate on the Conversion Therapy Prohibition (Sexual Orientation and Gender Identity) Bill, (a private members bill brought by Baroness Burt of Solihull to ban the practice of conversion therapy for LBGT+ people) on 9th February 2024, supporting the bill and stressing the need to continue to work to protect LGBT+ people from harm, and expressing a desire for greater clarity in some parts of the legislation:

The Lord Bishop of Bristol: My Lords, I begin by thanking the noble Baroness, Lady Burt, for her Bill. I am grateful to the noble Baroness for engaging with the complexity of drafting legislation to prevent conversation therapy or practices, given the variety of views there clearly are in this Chamber and in wider society. I declare my interests: until December, I was one of the bishops leading on safeguarding in the Church of England and I am still co-chair of the APPG on Safeguarding in Faith Communities.

I have been aware for many years in pastoral ministry of some horrific practices, from physical punishment, counselling and prayer techniques akin to interrogation to, at worst, supposedly curative rape. Such practices are used against those in faith communities who are regarded as deviating from the communities’ norms for sexuality and gender identity. These more or less hidden practices must be prevented by statutory provision if they are not already. We should note too that those who are victims should be much better supported. I am also aware of the much more subtle impact on LGBTIQ people of faith—the pressure on them to conform to the norms set by the hierarchy of their faith community. The cultures which pervade many faith communities render those exploring their identity very vulnerable indeed to abuse, as the IICSA report reminded us.

Andrew Selous MP (Con, South West Bedfordshire) I am very pleased to be able to tell my hon. Friend that there are 1,100 clergy in training in 2022-23, and that £10.3 million has been given to 25 dioceses to fund more curacy posts and £4.3 million has been given to 19 dioceses to make sure that clergy leaving training have a post of first responsibility to go to.

Clergy: Homosexuality

Mr Ben Bradshaw MP (Lab, Exeter): To ask the Member for South West Bedfordshire, representing the Church Commissioners, what recent discussions he has had with the Church of England General Synod on its expected timetable for bringing forward proposals on (a) blessings, (b) marriages and (c) rules for clergy in same-sex relationships.

Andrew Selous MP (Con, South West Bedfordshire): In February 2023 the General Synod agreed proposals that would enable same-sex couples to come to church after a civil marriage or civil partnership to give thanks, dedicate their relationship to God and receive God’s blessing.

Bishop of Ely asks government to engage with Archbishop’s office and church contacts on laws criminalising homosexuality in Uganda

On 5th July 2023, the Bishop of Ely asked that the Foreign, Commonwealth & Development Office utilise contacts available within the Archbishop of Canterbury’s Office and the wider church to engage with people in Uganda on the country’s recent institution of the death penalty for homosexuality:

The Lord Bishop of Ely: My Lords, I thank the Minister for his reference to the most reverend Primate the Archbishop of Canterbury’s letter to the Archbishop of Uganda, and for hearing us, as Bishops, say how much we deplore what has been decided by the Archbishop of Uganda in support of this ignoble law. In the light of the most reverend Primate the Archbishop’s intervention, and all that has been said about engaging with civil society, will the FCDO engage with the Archbishop’s office and make use of the Church’s contacts to offset some of the very conservative religious engagement from other countries in Uganda and engage with people on the ground in Uganda to seek to change this abhorrent law?
