Bishop of Chelmsford praises Government work on modern slavery; urges partnership with churches

On 11th July 2017 in response to a Government statement on the G20 in Hamburg, the Bishop of Chelmsford, the Rt Rev Stephen Cottrell asked a question about the Government’s approach to human trafficking, highlighting church initiatives.

Lord Bishop of Chelmsford: My Lords I thank the noble Baroness for the Statement and the Government’s continued commitment to tackling modern-day slavery. I am particularly grateful for the commitment to cultivate a radically new global and co-ordinated approach to this problem, which traps 46 million people in conditions that deprive them of their God-given dignity. Can the Minister give an assurance that they will put the victim at the centre of this new global approach and that it will enlist the support and help of the Churches’ global networks, which are already beginning to mobilise through the Santa Martha group and the Clewer initiative to condemn this abomination, which Pope Francis has rightly called a crime against humanity?

Bishop of Derby speaks on importance of employment opportunities for women and girls in developing countries

On 26th January 2017 Lord Loomba led a short debate in the Lords, “to ask Her Majesty’s Government, in the light of the report published by Oxfam on wealth disparity, what steps they are taking to ensure that women and girls in the developing world are equipped with the right employment skills.” The Bishop of Derby, Rt Revd Alastair Redfern, spoke in the debate:

I also congratulate Oxfam on producing such a helpful report. Many noble Lords have spoken about the issues. I want to stress the fact that this is not just about inequality and discrimination; the report shows that they are both growing. That growth is the context in which we look at this debate. Modern Slavery (Transparency in Supply Chains) Bill [HL] – speech by Bishop of Derby

On 8th July 2016 the House of Lords considered the Modern Slavery (Transparency in Supply Chains) Bill [HL],  a Private Members’ Bill from Baroness Young of Hornsey. The Bishop of Derby spoke in the debate:

Derby 191115cThe Lord Bishop of Derby: My Lords, I too thank and congratulate the noble Baroness, Lady Young, and support these suggestions. I declare an interest in that I am the chairman of the advisory panel to the Independent Anti-Slavery Commissioner and am therefore, among other things, quite heavily involved in some of these issues.

My first point is that the Modern Slavery Act recognised very clearly the importance of information, which gives power. If you hide information, people get the wrong kind of power to behave badly. Besides trying to press companies to behave well and have good practices, we need to remind ourselves that this is not simply to fight on behalf of victims—although that is of course the priority—but to fight against serious organised crime, which in itself is a very successful business model that is expanding all the time, as we speak. It is therefore in the interests of proper companies to help us all to push back against criminal business behaviour, which has these appalling human consequences and is also enormously damaging to the health of our economy and the well-being of business more generally. Church Commissioner Written Answer: Human Trafficking

Jim Shannon (Strangford): To ask the right hon. Member for Meriden, representing the Church Commissioners, what steps are being taken by the Church of England to tackle human trafficking.

Mrs Caroline Spelman: In March 2014 the Archbishop of Canterbury, with Pope Francis and other global faith leaders, gave their backing to the Global Freedom Network (www.globalfreedomnetwork.org), a ground breaking ecumenical initiative to combat modern slavery and human trafficking. Bishop of Derby supports Bill to regulate arms brokers

DerbyOn the 10th June 2016 the Bishop of Derby, Rt Revd Alastair Redfern spoke during the Second Reading debate of Baroness Jolly’s Register of Arms Brokers Bill. The Bishop drew parallels with similar work he had undertaking in the area of  supply chain transparency during the passage of the Modern Slavery Act. 

The Lord Bishop of Derby: My Lords, I rise to support the noble Baroness, Lady Jolly, and to make three simple points about why this such a powerful and necessary case. First, it builds upon existing legislation about licensing and export control, so we have a set of criteria and an assessment process in place so that all companies involved are scrutinised and licensed. We are doing the work that would provide the register. So the principle of identifying and monitoring arms brokers is established.

Trade unions, the church and modern slavery – speech by the Bishop of Derby

On 19th November 2015 the House of Lords debated a motion from Labour Peer Lord Foulkes of Cumnock “That this House takes note of the role of trade unions in a democracy and their contribution to the general economic wellbeing of the nation.” The Bishop of Derby, Rt Revd Alastair Redfern, spoke in the debate about the historic connection between trade unions and the churches, today’s ‘non-joining’ culture and the role unions can play in combating modern slavery. The Lord Bishop of Derby: My Lords, I, too, thank the noble Lord, Lord Foulkes, for this timely and important debate, and for his introduction to it. I want to say a little about the context in which we are having the debate and then make one or two points about the future of the trade union movement. As the noble Lord, Lord Foulkes, hinted, the trade union movement as we know it came out of chapels and churches and concern for the welfare of human beings in the world of work. We face similar challenges. If I may, I shall name some of the challenges that face not just churches but trade unions.

We live in what I call a non-joining culture. People want their rights and services in their lives but there is less energy to join and put your back to the wheel to make it happen. As people do not join and our numbers go down, there are fewer people to take up this important work. That is a real challenge for the trade union movement, as it is for the church, not least as the world of work gets more complex.
