Bishop of Portsmouth welcomes Government integration strategy, raises concern about Near Neighbours funding

On 15th March 2018 the Minister for Faith, Lord Bourne, repeated a statement made by the Secretary of State for Housing, Communities and Local Government on the new Integrated Communities Green Paper. The Bishop of Portsmouth, Rt Revd Christopher Foster, asked a follow up question:

The Lord Bishop of Portsmouth: My Lords, there is a great deal in this Statement and in the strategy that I welcome. It promises a big and positive difference in what the Government are doing to improve integration. It is good to see in the Green Paper initiatives such as the Near Neighbours Catalyst leadership programme, to which the Minister has recently referred. It is good to see that singled out for praise. However, there is some anxiety that Catalyst and other valuable Near Neighbours activity might have to come to an end as a result of a reduction in overall funding for Near Neighbours and the for the small grants fund. I am sure that that is far from the Government’s intention, and I wonder whether the Minister can give an assurance that he will look at the impact of any funding changes as part of the assessment of this new strategy. Bishop of Gloucester asks Government what they are doing to combat hate speech online

On 15th March 2018 the Bishop of Gloucester asked a question she had tabled to Government on online hate speech. The exchanges are below, including the follow-up questions asked by other Members.

The Lord Bishop of Gloucester: To ask Her Majesty’s Government what action they are taking to combat hate speech online.

The Minister of State, Home Office (Baroness Williams of Trafford) (Con): My Lords, this Government abhor all forms of hate speech. It is clear that what is illegal offline is also illegal online. That is why we are taking a cross-government approach through the hate crime action plan, which will be refreshed this year. We are funding an online hate crime hub, building digital resilience and have successfully worked with industry and partners internationally to agree the removal of illegal content within 24 hours.

The Lord Bishop of Gloucester: My Lords, we know that websites and apps have brought many benefits, but at a cost. From my own visits to schools, I am particularly concerned about the hate speech that young people are exposed to online, including through anonymous apps like Sarahah. What are the Government doing to ensure that the age verification checks on apps are effective? How are the Government working with smaller developers to ensure that their platforms are not used to propagate threats and hate speech? Bishop of Newcastle asks Government about proposals to tackle child hunger

On 14th March 2018, Lord Kirkwood of Kirkhope asked Her Majesty’s Government “what assessment they have made of the effect on Universal Credit work incentives of the recently announced proposals for passporting family entitlement to free school meals.” The Lord Bishop of Newcastle, Rt Revd Christine Hardman, asked a follow-up question: 

The Lord Bishop of Newcastle: My Lords, we have years of clear evidence that tackling child hunger improves outcomes at school and improves achievement and social mobility. What assessment have the Government made of the impact of these proposals on child hunger and on our investment in our children’s futures?

On 14th March 2018, the Bishop of Durham, Rt Revd Paul Butler, received a response to a written question on school meals for children in poverty: 

Bishop of Durham: To ask Her Majesty’s Government, further to the answers by Lord O’Shaughnessy on 26 February (HL Deb, cols 425–28), what measures they plan to take to ensure that all children living in poverty over the age of seven can receive a healthy meal at lunch time, as part of combatting child obesity and poor levels of nutrition.

Bishop of Newcastle expresses support for Muslim communities in light of hate crimes

On 13th March 2018, Lord Young of Cookham repeated an answer given to an urgent question about inflammatory letters inciting a ‘Punish a Muslim’ day. The Bishop of Newcastle, Rt Revd Christine Hardman, denounced these letters, expressed her solidarity with the Muslim community, and asked the Government what action it is taking to support grass-roots relationships.

The Lord Bishop of Newcastle: My Lords, on behalf of these Benches and, I am sure, on behalf of the Church, I want to say that any attack on a person or community on the basis of their faith or their race is abhorrent and has no place in a decent, civilised society.

As a Christian leader I stand in solidarity with my Muslim friends and with all those in and outside this building who have been directly affected or are fearful and anxious.

Bishop of Oxford asks Government to affirm Muslim communities’ condemnation of child sexual ​exploitation scandals

 

On 13th March 2018 Lord Pearson of Rannoch asked Her Majesty’s Government “what assessment they have made of the national scale of the “grooming gang scandal”, including sexual exploitation of non-Muslim children by Muslim men, as emerged recently in Rotherham, Rochdale, Oxford and elsewhere; and what steps they are taking to enable the prosecution of those in the police and local authorities who have failed to prevent it.” The Lord Bishop of Oxford, Rt Revd Dr Steven Croft, asked a follow up question:

The Lord Bishop of Oxford: My Lords, I am enormously grateful for the Minister’s Answer to the Question. I had the great privilege to be the Bishop of Sheffield for seven years during the child sexual ​exploitation scandal in Rotherham and I am now the Bishop of Oxford. I spent a great deal of time in Rotherham following Professor Jay’s report and registered the shock across all sections of the community, including, of course, the Muslim community there, who were as deeply appalled by what had happened as the rest of the community. I vividly remember visiting some parents at a mosque in Rotherham and hearing how their children were insulted by the rest of the community in words I will not repeat in this House. Will the Minister affirm the condemnation with which these scandals are greeted across the Muslim communities in each of these towns and cities?
