Archbishop of York asks about introduction of an essentials guarantee for benefits claimants

On 28th February 2024, the Archbishop of York asked a question on whether the government had assessed a recent proposal by the Joseph Rowntree Foundation and the Trussell Trust for the introduction of an “essentials guarantee” to universal credit, during a discussion on the adequacy of the housing benefit subsidy for temporary accommodation:

The Lord Archbishop of York: My Lords, I thank the Minister for his commitment to trying to make headway on this issue. We are all aware of the terrible strains that local authorities are under because of temporary accommodation being necessary and, of course, we also know that the reason is that incomes are just not meeting housing needs. Have the Government assessed the recent proposal from the Joseph Rowntree Foundation and the Trussell Trust for what they call an essentials guarantee? This would guarantee that universal credit was enough to cover the essentials—rent—which would therefore reduce the number of households in temporary accommodation, creating a virtuous cycle that would reduce the budget strain on local councils.

Bishop of London leads debate on impact of the removal of free prescriptions for benefits claimants

The Bishop of London tabled a question for short debate on the impact of the proposed removal of free prescriptions for benefit claimants who fail to look for work on 30th November 2023:

The Lord Bishop of London: To ask His Majesty’s Government what impact the removal of free prescriptions for benefit claimants who fail to look for work will have on their health, and the health of the workforce.

My Lords, I start by thanking your Lordships’ House for giving time for this important debate. I also thank the House of Lords Library for its very helpful briefing and the Minister for his engagement with me and for our helpful meeting earlier this week about this debate.

The measures we are discussing today relate to the announcement that the Government made in the Back to Work Plan and the Autumn Statement that people on universal credit who do not engage in activities designed to increase their skills and improve their employability after 18 months of support will have their claim terminated. With that termination, their accompanying passported benefits, including free prescriptions, will also be stopped.

Benefit claimants may disengage from Jobcentre Plus for many reasons, some of which I suspect we do not completely understand, and not solely because they have failed to look for work. I have brought this debate forward from a health perspective, and the central frame of my remarks today is around health inequalities, because the Back to Work Plan as it stands could serve to exacerbate these inequalities. There are many complexities within universal credit, and many exemptions and allowances that are made for vulnerabilities and medical conditions that are to be commended. I was grateful to hear about some of them at the meeting I had earlier in the week with the Minister and officials from DWP and DHSC. I understand that the number of people who will be affected by this is small: they are those without a vulnerability that would exempt them from having their claim ended, and who do not have an additional factor attached to their claim.

Bishop of Southwark asks about recent report on poverty levels

The Bishop of Southwark received the following written answer on 14th September 2023:

The Lord Bishop of Southwark asked His Majesty’s Government what assessment they have made of the Poverty Strategy Commission’s interim report A New Framework for Tackling Poverty, published on 5 September, and in particular the recommendations that a net rise in benefit awards by 5 per cent would reduce numbers in poverty by 725,000 and a net rise in earnings wound reduce poverty by 515,000.

Illegal Migration Bill: Bishop of Durham advocates for right to work for those seeking asylum

During a debate on the Illegal Migration Bill on 14th June 2023, the Bishop of Durham spoke in support of an amendment tabled by Baroness Ludford and in the name of the Bishop of Chelmsford, which “would require the Secretary of State to make regulations enabling asylum seekers to work once they have been waiting for a decision on their claim for 3 months or more.”

The Bishop also raised a point of clarification to Baroness Stowell of Beeston regarding people out of work and claiming benefits:

The Lord Bishop of Durham: My Lords, I support Amendment 133 in the name of the noble Baroness, Lady Ludford. My right reverend friend the Bishop of Chelmsford has added her name to it. She regrets that she cannot be here today; she is actually working with the Woolf Institute’s independent commission on refugee integration. I thank the noble Baroness, Lady Ludford, and other noble Lords who have eloquently made the case for the amendment already.

As it stands, the Bill makes the case for a right to work for some asylum seekers more important than ever. Of course, it is a theme that has come up already. There is little prospect of potential removals being able to keep pace with the large population of asylum seekers who will be deemed inadmissible in the future, and currently we have a huge backlog. We risk the creation of a permanent underclass. Apart from the deleterious effects, that drives some of those people into the grey and black economies because they are not allowed to work openly.

Bishop of London asks about financial support for those suffering from long Covid

The Bishop of London asked a question on access to PIP and other financial support for those suffering from long Covid and unable to work on 25th April 2023:

The Lord Bishop of London: My Lords, the advice of the DWP and DHSC is that, if those impacted by long Covid are unable to work, they will be able to access financial assistance through schemes such as PIP. However, in practice, as the noble Baroness said, there is a lack of recognition of long Covid among GPs and PIP assessors. What steps are the Government taking to make sure that more long Covid sufferers are identified and able to access financial support?

Bishop of Leeds asks about two child benefit cap

The Bishop of Leeds asked a question on the purpose of the two child benefit cap on 18th April 2023, during a debate on universal credit reform:

The Lord Bishop of Leeds: My Lords, could the Minister remind the House what the point of the two-child limit is and what its impact is on the provision of essentials?

Viscount Younger of Leckie (Con): The House will be very aware of this subject, which does keep cropping up. The House will be aware that, since 6 April 2017, families have been able to claim support for up to two children and there may be further entitlement for other children if they were born before 6 April 2017 or if an exception applies. As the right reverend Prelate will know, there are a number of exceptions, including any child in a household who is adopted, any child living long-term with friends or family or who would otherwise be at risk of entering the care system.

The Archbishop of York asked a question on the effects of the benefit cap and two child limit on vulnerable families on 24th January 2023:

The Lord Archbishop of York: My Lords, it is encouraging to see that the Government are keeping a check on the numbers of people being affected by these policies, but I was not quite sure whether I heard that work is being done to measure the impact of the policies on families. I can say, and it gives me no joy to say it, that from where I serve in the north of England—I am thinking particularly of Middlesbrough and Hull—I see the disturbing impact of an increase in poverty, child poverty and families in very difficult situations, not least with the cost of living crisis on top of all this. My simple, genuine and heartfelt question is: how would you explain this to a mum expecting her third child, or a family with three or four children who have been pushed into benefits over the past couple of years? They do not understand why this is happening but they are suffering as a consequence of it. How do we explain to them the rightness of this policy?

Bishop of Durham asks about adequacy of benefits in the current cost of living crisis

The Bishop of Durham received the following written answer on 21st December 2022:

The Lord Bishop of Durham asked His Majesty’s Government what assessment they have made of the adequacy of the current levels of benefits given the increased cost of living.

Baroness Stedman-Scott (Con): The government understands the pressures people are facing with the cost of living and has taken further decisive action to support people with their energy bills. The government’s Energy Price Guarantee, running from October 2022- March 2023, will save a typical British household around £900 this winter, based on what energy price would have been under the current price cap – reducing bills by roughly a third. This is in addition to the over £37bn of cost-of-living support announced earlier this year which includes the £400 non-repayable discount to eligible households provided through the Energy Bills Support Scheme.
