The Lord Bishop of Leicester asked His Majesty’s Government, further to the answer by Lord Markham on 11 March (HL Deb col 1802), and taking account of the latest Households Below Average Income data, which shows a 300,000 increase in the number of children living in absolute poverty in the past year, what assessment they have made of the impact on health and well-being of the two-child limit for child benefit; and what assessment they have made of the strengths and weaknesses of using the measure of absolute poverty rather than relative poverty.

Bishop of Leicester asks about impact of the two-child benefit limit

The Bishop of Leicester asked a question on the impact of the two-child limit on families receiving child benefit payments on 11th March 2024:

The Lord Bishop of Leicester: My Lords, there is strong evidence that in the early 2000s increases in child benefits led to an increase in the amount parents spent on fruit and vegetables and books and toys for their children. What assessment have the Government made of the impact of the two-child limit on benefits and, in particular, on the health and well-being of the 1.5 million children affected?

Bishop of Durham asks about positive impacts of Canada’s child benefit

The Bishop of Durham received the following written answer on 18th January 2024:

The Lord Bishop of Durham asked His Majesty’s Government what assessment they have made of the positive impacts of the Canada Child Benefit that was introduced in 2016, and what lessons they have learned from it in developing their own policies.

Baroness Vere of Norbiton (Con, Treasury): We keep Child Benefit under regular review and part of that includes considering international comparisons.

Bishop of Durham speaks in a debate on Bill to front-load Child Benefit

On 8th July 2022, the House of Lords debated the Front-Loaded Child Benefit Bill at its second reading. The Bishop of Durham spoke in the debate on this Private Member’s Bill and his speech and contributions from other peers are below:

The Lord Bishop of Durham: My Lords, I rise to speak to this Bill with a degree of curiosity. I thank the noble Lord, Lord Farmer, for introducing it.

Children, and the family who cares for them, should be particularly supported in their early years. This is when their most important development happens, so we must want them to thrive. These early years are still too often overlooked in the impact they have on both the leading of a happy and healthy life or the long-term harm of adverse childhood experiences. The Bill is an interesting one, as I can see some of the arguments for front-loading child benefit. However, I also have some quite deep concerns. I understand that the noble Lord, Lord Farmer, has intentionally kept his briefing for the Bill minimal to accommodate the policy-making that would have to accompany it, but there are some key details to learn, or note.
