Children and Social Work Bill: Bishop of Durham supports amendment on young parents leaving care

On 4th July 2016 the House of Lords considered the Government’s Children and Social Work Bill in Committee. The Bishop of Durham, Rt Revd Paul Butler, spoke in support of an amendment from Labour Peer Baroness Armstrong of Hill Top on young parents who are care leavers. The amendment was withdrawn following debate. The Bishop said:

Bp Durham June 2015 bThe Lord Bishop of Durham: My Lords, I feel that I could already write the Minister’s response by saying that of course these needs are already met in Clause 3(5)(a) or (b), as the subsection refers to meeting “his or her needs”. However, when, year after year, report after report notes that these needs are not dealt with, surely we reach the point where they need to be specified—hence I support the noble Baroness’s amendments. The needs of these young parents have so consistently not been adequately met that we now need to specify them so that they are. Children and Social Work Bill 2016: Bishop of Durham supports amendment on corporate parenting

On 4th July 2016 the House of Lords considered the Government’s Children and Social Work Bill in Committee. The Bishop of Durham, Rt Revd Paul Butler, spoke in support of an amendment from Labour Peer Lord Warner on corporate parenting. The amendment was withdrawn following debate. The Bishop said:

I apologise for not being here for day one* but at Second Reading I explained that I would not be able to be present last week. At Second Reading, there were a number of clauses—this is one of them—where I was concerned that the work of independent fostering agencies, adoption agencies and the voluntary sector as a whole, which provides increasing support to children in care and leaving care, was hardly noticed. Bishop of Durham welcomes direction of Government’s Children and Social Work Bill

On 14th June 2016 the Bishop of Durham, Rt Revd Paul Butler, spoke during the Second Reading debate on the Government’s Children and Social Work Bill: 

Bp Durham June 2015 bThe Lord Bishop of Durham: My Lords, I am grateful that in the scheduling I find myself following the noble Earl, Lord Listowel, whose passion and commitment to those in care and care leavers is widely known.

In greeting the main thrust of this Bill in my comments on the gracious Speech, I welcomed the measures to strengthen adoption, and also said:

“We need to ensure that life chances for those in residential or foster care are as good as for all other children”.—[Official Report, 19/5/16; col. 41.]

A focus on long-term life outcomes is likely to lead to better decisions in placing children, including non-consensual adoption, but 75% of looked-after children are fostered, and it is no less important for them and for those in other forms of care that their long-term well-being outweighs any other considerations of economy or convenience. It is regrettable that the Bill has not addressed further issues of fostering and kinship care, as other noble Lords have already noted. Bishop of Gloucester asks Government about fostering arrangements for child refugees

Bishop of Gloucester 10On 13th June 2016 Lord Roberts of Llandudno asked Her Majesty’s Government “what arrangements are in place to fulfil their decision to welcome unaccompanied child refugees into the United Kingdom.” The Bishop of Gloucester, Rt Revd Rachel Treweek, asked a follow up question:

Bishop of Southwark: special educational needs children “not a burden but a gift”

On 26th May 2016 Lord Addington led a debate in the House of Lords “That this House takes note of the case for improved individual school capacity to deal with commonly occurring special educational needs and disabilities, in the light of the increasing number of academies and free schools.” The Bishop of Southwark, Rt Revd Christopher Chessun, took part:

Our schools prepare young people for our communities and are committed to seeing that all children are valued and respected, which serves to build a society where all know the fullness of life. Last week in this House, the right reverend Prelate the Bishop of Ely reminded us:

“Life in all its fullness means being exacting, rigorous, ambitious and having appetite for all that excellence demands”.—[Official Report, 19/6/16; col. 63.]

He added in another speech that,

“we cannot allow our commitment to academic rigour blind us to the fact that we are teaching people, not subject matter”.

Queen’s Speech 2016: Bishop of Durham responds on welfare, children and life chances

On 19th May 2016 the Bishop of Durham, Rt Revd Paul Butler, spoke in the first day of debate on the Queen’s Speech. He focused his response on the Government’s life chances agenda, including poverty, children and welfare reform.

Bp Durham June 2015 bThe Lord Bishop of Durham: My Lords, the gracious Speech makes several commitments to improving life chances for the most disadvantaged. There is also a renewed commitment,

“to support the development of a Northern Powerhouse”.

It is in welcoming these that I shall make most of my remarks.

Children need the best possible start in life. They need to be loved and cared for above all else. Where this is best found in an adoptive family, seeing this established as well and as quickly as possible is important, so I welcome the proposed measures here and look forward to the details. For some, care ends up as the best loving option. We need to ensure that life chances for those in residential or foster care are as good as for all other children. When the time comes to leave care, it is often traumatic. A move to provide care leavers with a personal adviser until they are 25 is therefore a very welcome proposal. Bishop of Truro – Government’s Life Chances Strategy needs to address food insecurity and young people’s mental health services

Bishop of Truro 20.6.13On 11th May 2016 Lord Farmer led a debate in the House of Lords on the motion “to ask Her Majesty’s Government what steps they are taking to deliver the Life Chances Strategy to transform the lives of the most disadvantaged people in Britain, as outlined by the Prime Minister on 11 January.” The Bishop of Truro, Rt Revd Tim Thornton, spoke during the  debate. He kindly mentioned me in his introduction, and I probably ought to note that I once used to work in a college where, much later, he was on the governing body. Bishop of St Albans asks Government about support for unaccompanied child refugees

On 10th May 2016 the Bishop of St Albans, Rt Revd Alan Smith, asked a question in the House of Lords on support for unaccompanied child refugees. His question, the follow up and further questions from Peers are below: 

The Lord Bishop of St Albans: To ask Her Majesty’s Government what extra resources they plan to provide to local authorities to support the foster care of unaccompanied refugee children, and what plans they have to engage charities that may have volunteers available to help.

The Advocate-General for Scotland (Lord Keen of Elie) (Con): My Lords, the Minister for Immigration will shortly be writing to local authorities to set out the new funding rates for unaccompanied asylum-seeking children. We are consulting with local authorities across the United Kingdom to understand how many children they can support, and we will engage charities with relevant expertise as a part of that process.

The Lord Bishop of St Albans: I thank the Minister for that Answer. In all our debates and statistics, it is vital that we remember that the needs of the child are paramount at every point. A number of my colleagues have signed a letter that was published in the Times today, calling on Her Majesty’s Government to ensure that the unaccompanied children living in the Calais camps who have families here in the UK are reunited with them in time for the new school term in September—and, furthermore, calling on the Government to act on the 300 unaccompanied children in Greece and Italy and deal with that in the same timeframe. In the light of this profound humanitarian need—indeed, crisis—would the Minister assure the House that the Government will act on these matters immediately? Immigration Bill: Bishop of Leeds supports UK welcome for lone child refugees

On 26th April 2016 the House of Lords considered amendments made in the House of Commons to the Government’s Immigration Bill. Labour Peer Lord Dubs proposed an amendment (as an alternative to his previous one, rejected by MPs), that would require the Government to “make arrangements to relocate to the United Kingdom and support a specified number of unaccompanied refugee children from other countries in Europe”. The Bishop of Leeds, Rt Revd Nick Baines, spoke in support of the amendment:

LeedsThe Lord Bishop of Leeds: My Lords, I was recently in northern Iraq, visiting internally displaced people and Syrian refugees. In a meeting with the United Nations office for the co-ordination of humanitarian aid, we were told that despite the generosity promised by many international donors, only 9% of the money had actually got through. That was not specifically applied to the UK. I do not know how much of the UK’s promised aid has gone but it was 9% overall. So when we hear about the amount of money that has been promised, it does not tell us how much has been delivered. Immigration Bill: Bishop of Norwich supports amendment on supporting care leavers

14.06.12 Bishop of NorwichOn 21st March the House of Lords considered the Government’s Immigration Bill at Report Stage. The Bishop of Norwich, Rt Revd Graham James co-sponsored and spoke in support of a series of amendments on care leaving support for young people in the immigration system. Introducing the amendments the Earl of Listowel said:

“These amendments ensure that young people leaving care are able to continue to access leaving-care support from their local authorities in circumstances where their departure from the UK is not envisaged. This includes young people with pending applications to remain in the UK whose long-term future may be in the UK, and young people who cannot leave the UK because there is a genuine obstacle to their removal.”

The amendments were not put to a vote. The Bishops’ speech and the Minister’s response are below.

The Lord Bishop of Norwich: My Lords, the situation of most young adults in this country reveals why this group of amendments is needed. I am glad to add my name to it and pay tribute to the noble Earl for his introduction. In 2015, half of all young people aged 21 in this country and 40% of all 24 year-olds were still living with their parents. As many Members of your Lordships’ House will know from personal experience, even adult children who have left home often return when need arises. Indeed, my own personal experience of adult children is that territorial control of bedrooms continues even when they have got married or have their flats elsewhere—I am thinking of introducing a bedroom tax in Bishop’s House in Norwich.
