The Bishop of Durham received the following written answer on 24th January 2023:

The Lord Bishop of Durham asked His Majesty’s Government, following the President of the Republic of Rwanda’s annual end-of-year address, broadcast on 31 December 2022, what assessment they have made of (1) relations between Rwanda and the Democratic Republic of the Congo, and (2) the ongoing conflict in eastern Democratic Republic of the Congo; and what steps they intend to take in response to that speech.

Bishop of Durham asks about cholera outbreak in Burundi

The Bishop of Durham received the following written answer on 24th January 2023:

The Lord Bishop of Durham asked His Majesty’s Government what assessment they have made of the recent outbreak of cholera in Burundi.

Lord Goldsmith of Richmond Park: We note reports of a recent outbreak of cholera in Burundi and urge the Government of Burundi to continue taking preventative measures to limit further risks to the population. FCDO officials have engaged with international partners to discuss how we can limit the outbreak of cholera worldwide.

The Bishop of Durham asked a question on government financial support for a site producing electric car batteries on 23rd January 2023, following a statement on the company Britishvolt entering administration:

The Lord Bishop of Durham: My Lords, the Minister loves the north-east, just like I do, and has noted that this is an extremely suitable site. Is not part of the problem that the return on investment is a very long way forward, so will the Government consider upping the amount they are willing to commit upfront to enable production on this site?

Bishop of Durham asks about advocates for unaccompanied asylum seeking children

The Bishop of Durham asked a question on appointing advocates for unaccompanied asylum seeking children on 23rd January 2023, following a debate on safeguarding these children in hotels and other government-provided accommodation:

The Lord Bishop of Durham: My Lords, I thank the Minister for the care with which he is responding today; it is appreciated. Can he say how well qualified the social workers and others are to support unaccompanied asylum-seeking children, because there are particular issues around them? Would it not be better if we had a system of placing an advocate for each child, who could help them through the system, as soon as they arrive?

Bishop of Durham asks about investment in the north-east of England

During a debate on Levelling Up on 23rd January 2023, the Bishop of Durham asked whether how much of the investment promised to the north-east of England will be new funds:

The Lord Bishop of Durham: My Lords, I welcome the new devolution deal that has been done for the north-east and look forward to the appointment of an elected mayor for the region. If this devolution deal goes ahead, which I trust it will, can His Majesty’s Government clarify what proportion of the estimated £4.2 billion of investment into the region will be truly new money that the local new mayor can allocate out?

Lord Lexden (Con): I thank the right reverend Prelate for that question and I will have to give him a written answer: I do not have that information on the north-east devolution deal.

The Lord Bishop of Durham: To ask His Majesty’s Government, further to the Written Answer by Lord Sharpe of Epsom on 24 October (HL2407), what estimate they have made of the number of people with British children who have applied for a change to their asylum status from a status with no recourse to public funds (NRPF) over the last five years.

Bishop of Durham asks about adequacy of benefits in the current cost of living crisis

The Bishop of Durham received the following written answer on 21st December 2022:

The Lord Bishop of Durham asked His Majesty’s Government what assessment they have made of the adequacy of the current levels of benefits given the increased cost of living.

Baroness Stedman-Scott (Con): The government understands the pressures people are facing with the cost of living and has taken further decisive action to support people with their energy bills. The government’s Energy Price Guarantee, running from October 2022- March 2023, will save a typical British household around £900 this winter, based on what energy price would have been under the current price cap – reducing bills by roughly a third. This is in addition to the over £37bn of cost-of-living support announced earlier this year which includes the £400 non-repayable discount to eligible households provided through the Energy Bills Support Scheme.

Bishop of Durham asks about funded early education for families with no recourse to public funds (NRPF)

The Bishop of Durham received the following written answer on 21st December 2022:

The Lord Bishop of Durham asked His Majesty’s Government how many children subject to No Recourse to Public Funds conditions are in receipt of 15 hours a week of free early education available to disadvantaged three and four year-olds, but would be eligible for the 30 hour entitlement if not subject to NRPF.

Bishop of Durham asks about government records and assessment of debts and credit use

The Bishop of Durham received the following written answer on 21st December 2022:

The Lord Bishop of Durham asked His Majesty’s Government what records they keep of the rate of (1) credit use, and (2) problem debt; and what assessment they have made of the effects of these on the UK population.

Lord Harlech (Con): The Government monitors the rate of credit use and problem debt by working closely with the Money and Pensions Service (MaPS) and the Financial Conduct Authority (FCA), as well as by engaging with the debt advice sector and other relevant stakeholders on their research and findings.
