Bishop of Exeter leads debate on the housing crisis in rural and coastal communities

On 24th July, the Bishop of Exeter tabled a question for short debate on the need to address housing issues in rural and coastal communities:

The Lord Bishop of Exeter: To ask His Majesty’s Government what their plans are to address the housing crisis in rural and coastal communities.

My Lords, as bishop with pastoral care of one of the largest rural dioceses in England that boasts not one but two coastlines, I have become concerned about the escalating housing crisis in rural and coastal communities. If this is the true situation in Devon, I suspect it will be true for other parts of England, which is why I am encouraged by the number of colleagues from across the House who are speaking today. My hope is that we can distil wisdom that will reshape the housing policies of His Majesty’s Government.

We are all familiar with the problems of affordability caused by the chronic housing shortage that is having a disproportionate impact on people with low incomes. The Government, as they have admitted today, are falling woefully short of their own homebuilding target and, as a result, people are suffering, because they have nowhere to call home. Their health is diminished and community spirit is being eroded. In coastal and rural areas, particularly in tourist hotspots, the situation is compounded by second home ownership, holiday rentals and Airbnb lettings.

Bishop of St Albans asks about affordable housing in rural communities

The Bishop of St Albans asked a question on the shortage of affordable housing in rural areas on 24th July 2023:

The Lord Bishop of St Albans: My Lords, one of the challenges facing rural areas is an acute shortage of affordable housing. Statistics from the National Housing Federation show that social housing waiting lists in rural areas have grown by 31%, compared with just 3% in urban areas. That is having a huge impact on rural sustainability as the average age in those areas increases, leading to the closure of schools, post offices and so on. What is being done specifically to unblock this logjam in providing more affordable housing in rural areas?

Bishop of St Albans asks about integration of care systems in rural areas

The Bishop of St Albans asked a question on integrated care systems in rural areas on 24th July 2023, during a discussion about best practice guidelines for care of strokes:

The Lord Bishop of St Albans: My Lords, these guidelines are very encouraging, and all who work on them should be congratulated. As we keep hearing, the essence is speed if we are to treat effectively, yet this is particularly difficult in rural areas, especially remote rural areas. What additional help is being given to integrated care boards’ care systems to ensure that our rural integrated care boards can deliver these guidelines, which are so vital?

Bishop of St Alban speaks in debate on access to healthcare in rural areas

The Bishop of St Albans spoke in a debate on emergency healthcare in rural areas on 20th July 2023, stressing the need for social support as well as medical resources:

The Lord Bishop of St Albans: My Lords, I thank the noble Baroness, Lady Armstrong of Hill Top, not only for chairing this committee and producing an excellent report but on now bringing it to your Lordships’ committee for us to debate. I declare my interest as president of the Rural Coalition and a vice-president of the LGA.

I associate myself with the noble Baroness’s concerns that a subject of such huge importance has so few people speaking on it. I understand the problems, but I encourage His Majesty’s Government, the Whips and so on to look at how we can give such topics the time they deserve.

I have long expressed my concern about healthcare in England, particularly in rural areas, so I read this report with great interest. I have seen the strain on emergency care in my own diocese of St Albans, which covers Hertfordshire and Bedfordshire. In Hertfordshire, category 1 ambulance calls—those reserved for the most life-threatening injuries—were responded to in just under 12 minutes, on average, well above the national average of seven minutes.

Mr Ben Bradshaw MP (Lab, Exeter): To ask the Member for South West Bedfordshire, representing the Church Commissioners, what recent discussions he has had with the Church of England General Synod on its expected timetable for bringing forward proposals on (a) blessings, (b) marriages and (c) rules for clergy in same-sex relationships.

Andrew Selous MP (Con, South West Bedfordshire): In February 2023 the General Synod agreed proposals that would enable same-sex couples to come to church after a civil marriage or civil partnership to give thanks, dedicate their relationship to God and receive God’s blessing.

Bishop of St Albans asks about government support for farms affected by animal attacks on livestock

The Bishop of St Albans received the following written answer on 13th June 2023:

The Lord Bishop of St Albans asked His Majesty’s Government what steps they are taking to support farmers who suffer from livestock worrying.

Lord Benyon (Con): The Government takes the issue of livestock worrying very seriously, recognising the distress this can cause farmers and animals, as well as the financial implications.

Bishop of St Albans asks about bus services in rural areas

The Bishop of St Albans received the following written answer on 5th June 2023:

The Lord Bishop of St Albans asked His Majesty’s Government what alternative provisions they are making for individuals who live in areas affected by closures of rural bus routes.

Baroness Vere of Norbiton (Con): Our £20 million Rural Mobility Fund is supporting 16 innovative, demand-led minibus trials in rural and suburban areas across 15 local authorities in England. These pilots are exploring whether DRT can serve these communities more effectively than traditional public transport solutions alone.

Bishop of St Albans supports measures to restrict invasive grey squirrels

The Bishop of St Albans spoke in a debate on the issue of invasive grey squirrels and the need for woodland cover protection on 25th May 2023:

My Lords, I declare my interest as president of the Rural Coalition, although I am not speaking on its behalf today. I, too, thank the noble Lord, Lord Redesdale. I seem to remember that we have debated these issues before and I have always been grateful for his contributions.

There are many reasons why increasing our woodland cover is important. For example, being able to walk in woodlands is associated with mental health, at a time when this is a huge issue for us as a society; it is clearly deeply bedded into the issues of net zero; and it is intimately associated with the need to increase again our biodiversity. It is of inestimable importance.

The threat posed by grey squirrels is therefore an issue that exercises many of us, along with the longing that we might one day be able to reintroduce red squirrels. I have to say that the problem is not just grey squirrels; in North Hertfordshire we have black squirrels. I do not know if the Committee has come across them but they are breeding across both North Hertfordshire and South Cambridgeshire, and are a feature of our local area in my diocese. Sadly, there are now only a few conservation areas for red squirrels left, as we have heard, following the introduction of the grey squirrel in the 18th century and indeed the wider issue of the reduction in woodland.
