Bishop of St Albans – ban online gambling adverts and monitor games to reduce harm to young people

On 17th January 2019 Baroness Kidron led a debate in the House of Lords on the motion “that this House takes note of the relationship between the use of digital technology and the health and well-being of children and young people.” The Bishop of St Albans, Rt Revd Alan Smith, spoke in the debate:

The Lord Bishop of St Albans: My Lords, I, too, thank the noble Baroness, Lady Kidron, for raising this subject and for her outstanding introduction to this debate.

Fifty-five thousand children in this country are classified as problem gamblers. The Gambling Commission’s report, Young People and Gambling, published in November, shows that gambling participation has risen, with 14% of 11 to 16 year-olds having spent their own money on gambling. That is a greater proportion of young people than have drunk alcohol, smoked cigarettes or taken illegal drugs. Bishop of St Albans asks Government how it will regulate gambling advertising online focused on young people

On 15th January 2019 the Bishop of St Albans, Rt Revd Alan Smith, asked a question he had tabled to Government in the House of Lords. The answer, his subsequent question and those of other Members are below:

Gambling: Children

The Lord Bishop of St Albans: To ask Her Majesty’s Government what assessment they have made of the prevalence of gambling among children and young people.

The Parliamentary Under-Secretary of State, Department for Digital, Culture, Media and Sport (Lord Ashton of Hyde) (Con): My Lords, protecting children is a priority for the Government. There are strict controls to prevent underage gambling. In 2011, 23% of 11 to 15 year-olds had gambled in the last week, including with friends. Last year, it was 12%. On the other hand, the Gambling Commission’s Young People & Gambling 2018 report shows an increase to 14%, though not to earlier levels. Sample sizes are small, and we do not know if this is a trend. We are of course monitoring the situation very carefully.

The Lord Bishop of St Albans: I thank the Minister for his reply. At a time when the gambling industry is spending about £1.5 billion a year on encouraging gambling, when children are seeing three gambling adverts every day on average and when 55,000 teenagers in this country are now classified as problem gamblers, we need to look at what is happening particularly online, where young people most often see the adverts, which is outside all the previous criteria for regulation. Bishop of St Albans asks what is being done to address cholera epidemic in Yemen

On 14th January 2019, Lord Ahmed tabled an Oral Question ‘To ask Her Majesty’s Government what assessment they have made of the humanitarian situation in Yemen.’ The Bishop of St Albans, the Rt Revd Dr Alan Smith, asked a follow-up question:

The Lord Bishop of St Albans: My Lords, as well as the huge famine—I congratulate Her Majesty’s Government on what they are doing to respond to it—we are also seeing unfold before our eyes a huge medical crisis, with possibly the largest cholera epidemic in recorded history. Will the Minister update us on what plans and action are being taken with our partners to bring in medical help urgently to try to address this unparalleled, Dickensian level of preventable disease?

Bishop of St Albans asks Government about aid to help relieve horrific humanitarian disaster in Yemen

On the 20th December 2018 the Bishop of St Albans, the Rt Revd Dr Alan Smith asked a question he had tabled to Government about Yemen and the shortfall in aid needed to resolve the humanitarian crisis.

Bishop of St Albans asks Government to bring together global partners to fund low-cost drugs for TB

On Thursday 29th November 2018 Lord Collins of Highbury asked Her Majesty’s Government “what action they are taking to support the global fight against tuberculosis, in the light of tuberculosis being the leading cause of death globally among people living with HIV/AIDS.” The Bishop of St Albans, Rt Revd Alan Smith, asked a follow-up question:

The Lord Bishop of St Albans: My Lords, it is good that we are such a major donor to those trying to solve this problem. Nevertheless, as the noble Lord, Lord Alton, pointed out, there is still a huge funding gap. What attempts are being made to draw together international partners to give this a much higher priority, and in particular to ensure that we can fund these relatively low-cost, very effective TB drugs, which are making such a difference? Bishop of St Albans asks Government about elder abuse and mental health support

On 22nd November 2018 Baroness Thornton asked Her Majesty’s Government “how much of the National Health Service mental health budget goes towards intervention to address domestic and sexual violence and abuse.” The Bishop of St Albans, Rt Revd Alan Smith, asked a follow up question about elder abuse:

The Lord Bishop of St Albans: My Lords, it is much to be welcomed that the Government are allocating this money. I am also glad that the needs of young people have been highlighted, but the Minister will be aware that statistics show that roughly 340,000 elderly ​people are suffering abuse in the community each year. If we are not tracking how the money is spent, how can we be sure that the mental health needs of the elderly are being properly addressed at a particularly vulnerable point in their lives?
