Bishop of St Albans asks Government about funding for rural and coastal homes
On 8th December 2016 Baroness Gardner of Parkes asked Her Majesty’s Government “whether they intend to give powers to local authorities to prevent the further loss of long-term residential accommodation resulting from increases in short-term holiday lets.” The Bishop of St Albans, Rt Revd Alan Smith, asked a follow up question:
The Lord Bishop of St Albans: My Lords, back in July the Minister kindly wrote to me to reassure me that the promised £60 million fund to enable rural and coastal communities to provide accommodation for local people was still on course, despite it having been delayed following the events in June. Policing and Crime Bill: Bishop of Bristol sponsors amendment to regulate betting machines
On 7th December 2016, the House of Lords considered the Government’s Policing and Crime Bill in Committee. The Bishop of Bristol co-sponsored an amendment on fixed-odds betting terminals. The amendment was withdrawn after the debate, following assurances from the Minister that the issue would be looked at in the forthcoming review.

Members of your Lordships’ House will be only too aware that the House has rehearsed the arguments around betting shops, and in particular fixed-odds betting terminals, numerous times in the past year, and there seems to be little need to repeat them here in detail. We know that violent crime is on the increase in betting premises—up 68% in London over the past five years—and it seems very likely that the increasing reliance of betting shops on FOBTs is a key reason for this trend. Bishop of St Albans raises serious need to address self harm amongst children and young people
On 6th December 2016, the Bishop of St Albans, the Rt Revd Alan Smith, spoke to a question he had tabled to ask the Government “what assessment they have made of the rise in the number of children and young people being treated for self-harm.” Lord Prior of Brampton responded for the Government. The Lord Bishop of St Albans To ask Her Majesty’s Government what assessment they have made of the rise in the number of children and young people being treated for self-harm.
Lord Prior of Brampton My Lords, the Government are aware of the appalling rise in self-harm in children and young people and the misery this reflects. The Government are also acutely aware that self-harm is a leading indicator of risk of suicide and recognise that much more needs to be done to address this issue.
The Lord Bishop of St Albans I thank the Minister for his reply. The research from the World Health Organization shows that around 20% of British 15 year-olds report some sort of self-harm. In the past five years, research shows that hospital admissions associated with self-harm have gone up by nearly 93% among girls and 45% among boys. Having recently visited the outstanding charity selfharmUK, in Luton in my diocese, I have seen what a concerted and systematic approach to this problem can have on a very difficult issue, and we need something similar at a national level. Will Her Majesty’s Government commit to publishing guidelines for schools and colleges about preventing and responding to self-harm?

On 29th November 2016, Lord Henley put the Government’s new Green Paper on Corporate Governance before the House. The Lord Bishop of St Albans, the Rt Revd Alan Smith, contributed to the debate that followed.
The Lord Bishop of St Albans My Lords, I, too, welcome the Statement and the Green Paper because we urgently need some fresh thinking in this area. Those of us who have been following the issues concerning banking standards can see that it is really quite complex. There is a delicate and difficult relationship between legal regulation on the one hand and values and social responsibility on the other. We face a number of problems. We have a disconnect between shareholders and corporations that has become ever more complex and further apart. Bishop of St Albans asks Government to invest in social rented housing
On 29th November 2016, Lord Beecham asked Her Majesty’s Government, “further to the announcement in the Autumn Statement that they will invest £1.4 billion to deliver 40,000 affordable homes, how many affordable houses to rent they expect local authorities to build by 2020.” The Bishop of St Albans, the Rt Revd Alan Smith, asked a follow up question.
The Lord Bishop of St Albans My Lords, in the financial year 2015-16, the Government’s own statistics show that just 6,550 homes for social rent were completed. That is the lowest number since records began and far below the just under 40,000 completed in the years 2010-11. Would the Minister agree with me that whatever the value of other forms of affordable tenure, only social rented housing is going to deal with the problem faced by the most disadvantaged communities? Will he further tell the House what the Government are doing to address this rapid decline in the provision of this form of housing?

Bishop of St Albans leads debate on impact for rural communities of reduced bus services
On 24th November 2016 the Bishop of St Albans, Rt Revd Alan Smith, led a short debate in the House of Lords on rural bus services. His opening speech is below, along with the Minister’s response. The speeches of the other eight Peers who took part can be read here.
The Lord Bishop of St Albans: To ask Her Majesty’s Government, in the light of research published by the Local Government Association showing that subsidised bus services in England have reduced by more than 12% in the past year, what assessment they have made of the sustainability of rural communities.
The Lord Bishop of St Albans: My Lords, I thank all noble Lords contributing their considerable expertise to this debate, particularly the noble Lord, Lord Kirkhope, whose wealth of experience is a welcome addition to this House. I declare an interest as president of the Rural Coalition and bishop of a diocese with large rural areas, some of which have seen considerable cuts in bus service provision in recent years.
As many noble Lords in this House will know first-hand, rural bus services provide a lifeline for rural communities, creating vital routes of connection to other parts of the country. For anyone who struggles to drive themselves because of age or a disability, or because they do not have a car, buses are often the only means of transport that connects rural residents with work, friends and family. With an increasing number of local services cut from rural towns and larger villages, the need to be able to connect with urban areas only increases. On 17th November 2016 the House of Lords debated a motion from Crossbench Peer Lord Bird, “to ask Her Majesty’s Government what plans they have to address the root causes of child poverty across the United Kingdom”.The Bishop of St Albans, Rt Revd Alan Smith, spoke in the debate:
The Lord Bishop of St Albans: My Lords, my thanks go to the noble Lord, Lord Bird, for tabling this important debate and for the challenging and spirited way in which he always makes his speeches, which not only entertain but very often get to the heart of many of the crucial issues. This debate is particularly timely because of the figures recently released by the End Child Poverty Coalition, which show that child poverty levels continue to rise steeply, reaching 47% in some areas. In his maiden speech the noble Lord, Lord Bird, spoke of the need to give those in poverty a hand up and not a handout. He focused on the importance of creating opportunities, rather than dependency. Bishop of St Albans suggests irresponsible developers should be liable for costs of flood damage
On 8th November 2016, Baroness Jones of Whitchurch asked Her Majesty’s Government “whether flood defences are in place to protect vital infrastructure this winter.” The Bishop of St Albans, Rt Revd Alan Smith, asked a follow up question:
The Lord Bishop of St Albans: The Minister has already referred to the EFRA Select Committee report, Future Flood Prevention. One of its recommendations is the imposition on developers of a statutory liability for the cost of floods where those developments have not complied with planning regulations or the local planning situation, thereby causing additional flooding. Does the Minister agree with this eminently sensible suggestion, and will Her Majesty’s Government adopt it?
