The Bishop of St Albans led a debate on the importance of growing the rural economy on 19th December 2024:

The Lord Bishop of St Albans: My Lords, I am grateful to all those who have signed up to speak in this debate on growing the rural economy, not least because of the breadth of experience and knowledge that is represented in your Lordships’ House which we will be drawing on today. In doing so, I declare my interest as president of the Rural Coalition and as a vice-president of the Local Government Association.

Many people dream of moving into the countryside because of the quality of life that it can offer. I think of the strength of rural communities, the high levels of social capital and the way that people support one another—no wonder it is attractive. We in the Church of England are glad to play our part in that: we are at the heart of many of our rural communities across the country, wanting to contribute to their flourishing and thriving.

The Lord Bishop of St Albans: My Lords, with reports of deaths on the pavements from e-bikes and e-scooters, there is a lot of worry about safety, particularly for those who are disabled or partially sighted. Can the Minister assure us that, when the consultations go ahead, charities working with people in such situations will be consulted, so that we can make sure we are offering them the maximum protection on our pavements and streets?

The Lord Bishop of St Albans: My Lords, we are all aware how complicated it is trying both to maintain our defence and security and to continue to trade. At the same time, there are some profound human rights issues going on. Reports have just emerged that the Chinese Government have demolished an important centre—the Rebiya Kadeer Trade Center—in Urumqi, Xinjiang. What representations have His Majesty’s Government made to support the people there, whom the other place has claimed have been subject to genocide?

However, I am concerned about the protection of agricultural land, not least around the vital need to keep the highest levels of food security in this country. Therefore, why was the decision made not to include in the NPPF explicit protection of the best and most versatile land?

The Bishop of St Albans took part in a debate on tackling domestic violence on 12th December 2024, welcoming the government’s strategy of halving violence against women and girls in a decade:

The Lord Bishop of St Albans: My Lords, I too thank the noble Baroness, Lady Chisholm of Owlpen, for securing this debate and pay tribute to her work in this House. This is such a fundamental, important area for us to address.

I commend the Government on their ambition to halve violence against women and girls in a decade. It demonstrates a commitment to tackling this scourge, and we must do all we can to take a stand against gender-based violence. The voices of men and boys are fundamental in this.

The Lord Bishop of St Albans: My Lords, if the potential of rural exception sites were to be fully realised, it would make a transformative change for small rural communities, not least in providing the additional affordable housing that is desperately needed. It is frustrating because just before I came in I was trying to read the NPPF response to the consultation but I could not find it. Are His Majesty’s Government committed to introducing a national development management policy for rural exception sites?
