Bishop of St Albans asks about training on freedom of religion and belief for those in the diplomatic service

The Bishop of St Albans received the following written answer on 19th February 2024:

The Lord Bishop of St Albans asked His Majesty’s Government what plans they have to put in place mandatory training for diplomats on Freedom of Religion and Belief.

Lord Ahmad of Wimbledon (Con, Foreign Office): In July 2021, the Prime Minister’s Special Envoy for Freedom of Religion and Belief (FoRB), Fiona Bruce, MP, and I, launched the FCDO International Academy’s training module “Religion for International Engagement,” delivering recommendation 11 of the Bishop of Truro’s review of FCDO support for persecuted Christians. The training is essential for FCDO diplomats, and highly recommended for all FCDO staff. The training is also available to all civil servants.

Bishop of St Albans asks about religious minority participation in elections in India and Pakistan

The Bishop of St Albans received the following written answer on 14th February 2024:

The Lord Bishop of St Albans asked His Majesty’s Government what representations they have made to the governments of (1) India, and (2) Pakistan, to ensure that religious minorities are not denied their right to vote in upcoming elections in those countries.

Bishop of St Albans asks about unauthorised tankers in the English Channel

The Bishop of St Albans received the following written answers on 14 February 2024:

The Lord Bishop of St Albans asked His Majesty’s Government what assessment they have made of the number of ships in the ‘dark fleet’ passing through the English Channel carrying Russian oil and oil products in (1) 2020, (2) 2021, (3) 2022, and (4) 2023.

Lord Davies of Gower (Con, DfT): Definitions of the ‘shadow fleet’ or ‘dark fleet’ vary and so it is not possible to provide accurate figures in relation to the English Channel. This practice has emerged since the introduction of the Russian Oil Services ban and Oil Price Cap Exception by the Price Cap Coalition of the G7, the European Union and Australia in December 2022.

Bishop of St Albans asks about the risk of famine in Ethiopia

The Bishop of St Albans received the following written answer on 13th February 2024:

The Lord Bishop of St Albans asked His Majesty’s Government what assessment they have made of (1) the joint report by the UN World Food Programme and Famine Early Warning Systems Network Ethiopia – Food Security Outlook 2023-24: Food assistance needs remain high amid slow recovery of livelihoods in 2024, published in October 2023, which found that “Crisis (IPC Phase 3) and Emergency (IPC Phase 4) outcomes are expected in northern, southern, and southeastern Ethiopia through at least early 2024”, and (2) the risk of famine in Tigray.

Bishop of St Albans queries claims relating to baptism of asylum seekers

On 8th February 2024, The Bishop of St Albans asked a question on the recent claim by a member of the House of Commons that the Church of England was “facilitating industrial-scale bogus asylum claims,”, pointing out the lack of evidence for this and the Church of England’s duty to administer sacraments such as baptism:

The Lord Bishop of St Albans: My Lords, both the Church of England and my most reverend friend the Archbishop of Canterbury have repeatedly said that we want the boats to stop, criminal gangs to be prosecuted and people to be held accountable if they commit offences. We note that a prominent Member in the other place recently said that the Church is

“facilitating industrial-scale bogus asylum claims”,

which has been widely reported in the press. Administering the sacrament of baptism is one of the core duties of the clergy. Given that, what is the evidence to substantiate claims that baptism is being used systematically and extensively to support asylum claims? If the Minister cannot give me that information now—I understand that it is a big ask—can he please write to me? We would like to see the evidence.

Bishop of St Albans asks about foreign language education

The Bishop of St Albans asked a question during a debate on education standards, 8th February 2024, pointing out a decline in foreign language education on and advocating for more support for language clubs and extracurricular opportunities:

The Lord Bishop of St Albans: My Lords, what is not being mentioned is the massive decline in the teaching of foreign languages, at the very point when we are trying to engage worldwide with new trade deals—and, indeed, with our position in the world. What are His Majesty’s Government doing to address this, and can they also look at some of the very creative language clubs and so on that can be added on after school? These are often ways of exploring languages without loading the main curriculum even further.

Bishop of St Albans asks about state of local authority finances in the UK

The Bishop of St Albans tabled a question on the state of local authority finances on 6th February 2024, pointing out the need for long term planning of financial strategies to allow local authorities to better implement their spending:

The Lord Bishop of St Albans: To ask His Majesty’s Government what assessment they have made of the state of the finances of local authorities.

My Lords, I beg leave to ask the Question standing in my name and declare my interest, as set out in the register, as a vice-president of the Local Government Association.

Baroness Penn (Con): We have listened carefully to local authorities about the pressure that they are facing. That is why we have announced that the final local government finance settlement for 2024-25 will now make available £64.7 billion, an increase of 7.5% in cash terms on last year and above inflation. The department continually monitors the local government sector through data and direct engagement with individual councils. This includes considering the impact of inflation and wider economic circumstances.
