On 4th March 2024, the House of Lords debated the Safety of Rwanda (Asylum and Immigration Bill) in the first day of the report stage. Votes were held on amendments to the bill, in which Bishops took part:

Division 1:
The Bishop of London, the Bishop of Manchester, the Bishop of St Edmundsbury and Ipswich, and the Archbishop of Canterbury took part in a vote on amendment 2, tabled by Lord Coaker, which would insert a stipulation that actions taken in line with the bill must maintain full compliance with domestic and international law.

The Bishop of London, the Bishop of Manchester, the Bishop of St Edmundsbury and Ipswich, and the Archbishop of Canterbury voted Content.
Division 2:
The Bishop of London, the Bishop of Manchester, the Bishop of Newcastle, the Bishop of St Edmundsbury and Ipswich, and the Archbishop of Canterbury took part in a vote on amendment 4, tabled by Lord Hope of Craighead, which would replace the assertion in the bill that Rwanda is a safe country with a stipulation that Rwanda will be considered a safe country “when, and so long as, the arrangements provided for in the Rwanda Treaty have been fully implemented and are being adhered to in practice.”

Division 3:
The Bishop of London, the Bishop of Manchester, the Bishop of Newcastle, the Bishop of St Edmundsbury and Ipswich, and the Archbishop of Canterbury took part in a vote on amendment 7, tabled by Lord Hope of Craighead, which sought to provide a means by which the implementation of the Rwanda Treaty could be independently monitored.

Division 4:
The Bishop of London, the Bishop of Manchester, the Bishop of Newcastle, and the Bishop of St Edmundsbury and Ipswich took part in a vote on amendment 9, tabled by Lord Anderson of Ipswich, which would allow the presumption of Rwanda’s safety to be rebutted by credible evidence presented to decision makers, including courts and tribunals.

Division 5:
The Bishop of London, the Bishop of Manchester, the Bishop of Newcastle, and the Bishop of St Edmundsbury and Ipswich took part in a vote on amendment 12, tabled by Lord Anderson of Ipswich, which would leave out part of clause 2 of the bill, in order to ensure that evidence could be presented to courts and other decision makers to rebut the presumption of Rwanda as a safe country.
