Votes: Motion to suspend usual procedures to enable consideration of European Union (Withdrawal) (No. 6) Bill

On 4th September 2019 the House of Lords considered a motion from the Leader of the Opposition to suspend the usual procedures for the taking of a Bill, in order to enable the House to take all stages of the European Union (Withdrawal) (Number 6) Bill 2017-19 on Thursday and Friday of that week.

A series of amendments were tabled to that motion by those objecting to that procedural change and those who disagreed with the Bill, which had been passed by MPs that day and would require Government to seek an extension of the Article 50 period for the UK to leave the EU.

A series of votes took place throughout the day and late into the night on the amendments tabled and also to bring an end to speeches by Members that were considered attempts to filibuster. A number of bishops took part in those votes, largely on the side of those Peers wishing to see the procedural changes made, and to ensure business could progress.

Bishop of Leeds appeals for common sense and consensus during Lords filibuster to delay Brexit extension Bill

Leeds0518On 4th September 2019 the House of Lords voted on a series of amendments to a Motion from the Leader of the Opposition to suspend the usual procedures for the taking of a Bill, in order to enable the House to take all stages of the European Union (Withdrawal) (Number 6) Bill 2017-19 on Thursday and Friday of that week. Conservative Peer Lord True moved an amendment to the Motion to oppose the suspension of the usual rules for consideration. The Bishop of Leeds contributed to the debate:

Lord Bishop of Leeds: My Lords, I strongly endorse what the noble Lord has said. It seems to me that we have to be realistic. I speak as a Lord Spiritual with an obligation to engage in what was called “high politics” earlier, as a Member of this House, noting that the Lords Spiritual cannot be whipped and that we are not a party.

It seems to me that we have to be realistic and say that this prorogation has been disingenuously propagated as being just a little extension to recess, when we know that it is of a completely different order.

Bishop of Durham asks Government about funding for education of girls in Burundi and countries torn by conflict

Durham040219On 3rd September 2019 the Leader of the Lords, Baroness Evans of Bowes Park, repeated a Government Statement about the G7 summit in Biarritz. The Bishop of Durham asked a follow-up question about girls’ education in Burundi:

Lord Bishop of Durham: I return to the question of girls’ education in the Statement. As it happens, last week I was visiting the tiny east African country of Burundi, and one of the most impressive pieces of work that I saw there was with adult women who had not had education when they were girls and who have now gone through literacy and financial and business training and were running small businesses in their local rural communities. I welcome the fact that more money is being put into the education of girls and of children in countries torn by conflict, because Burundi is one such. Will the Minister explain a little more about how that might be put into practice, particularly in a nation such as Burundi—and there are others—where at the moment there are restrictions on the Foreign Office giving it money because of its internal conflict, and will she promise that DfID will be able to put money into such countries through this kind of system?

Bishop of Birmingham speaks about banking reform

Birminghamsizedebate171219bOn 3rd September 2019 the Bishop of St Albans  led a debate on a motion to ask the Government “what assessment they have made of the implementation of the recommendations of the Parliamentary Commission on Banking Standards and the opportunities for further banking reform”. The Bishop of Birmingham, Rt Revd David Urquhart, also made a contribution:

Lord Bishop of Birmingham: My Lords, I am grateful to my right reverend friend for leading this debate and I welcome the Minister to his new role. I want to focus on the recommendations in the original report—the references in paragraph 138 of the summary, volume 1—which looked at culture change. The response of the banking industry to that challenge came through a report produced by Sir Richard Lambert, which said that if the banks didn’t face up to this, there will be further intervention, regulation and direction. As a result, the UK Banking Standards Board was set up in 2015. I declare my interests in that I am a founder member of that board and also part of the ad hoc Financial Exclusion Committee which has been referred to already.

Bishop of St Albans leads Lords debate on progress made in banking reform

St Albans 2On 3rd September 2019 the Bishop of St Albans, Rt Revd Alan Smith, led a debate in the House of Lords on a motion to ask Government “what assessment they have made of the implementation of the recommendations of the Parliamentary Commission on Banking Standards and the opportunities for further banking reform”. The Bishop of Birmingham also made a contribution, which can be found here. The Bishop’s speech introducing the debate is below, as is the Government response:

Lord Bishop of St Albans: My Lords, I add my welcome to the noble Lord, Lord Bethell, in his new role and I look forward to working with him.

I begin by acknowledging that the banks have an important role in our society today. They do many good things—they employ more than 1 million people and pay more than £60 billion in tax annually—but, despite the many good things they do, we are also aware of the history of recent years. We are now 11 years on from the financial crash and six years on from the publication of the report by the Parliamentary Commission on Banking Standards, and it is almost three years to the day since I last secured a debate on this topic.

Bishop of St Albans appeals for early intervention to prevent serious youth crime

Bishop St Albans June 2015On 3rd September 2019 Baroness Neville-Rolfe asked the Government “what steps they plan to take to support the Crown Prosecution Service in prosecuting, and the courts in sentencing, those involved in gang-related offences, illegal migration and petty offences”. The Bishop of St Albans asked a follow-up question:

Lord Bishop of St Albans: My Lords, I share with many others gratitude for what the Government are doing to have an integrated approach to serious violence and youth violence in particular, and I welcome having more police because we need to have safer streets. But by the time we get to prosecuting and sentencing it is all too late. Very often people have been left injured and dead. How much are we investing way before that, particularly at school level?

Will the noble and learned Lord say a little more about what support is being given to our schools? In particular, when, for example, children are found with knives, does this trigger a safeguarding response so that we are trying to deal with the causes, rather than just the results?

Bishop of Leeds asks for Government position on International Religious Freedom Alliance

Bishop of St Albans asks about funding for problem gambling clinics

St Albans 2On 6th August 2019 the Bishop of St Albans, Rt Revd Alan Smith, received a written answer from Government, in reply to two questions about funding for problem gambling clinics:

The Lord Bishop of St Albans: (i) HL17484 To ask Her Majesty’s Government, further to the Written Answers by Baroness Blackwood of North Oxford on 17 July (HL16963 and HL16964), what was the budget of Leeds and York Partnership NHS Trust for funding the NHS Northern Gambling Clinic; and what is the projected cost of that clinic in (1) 2020, (2) 2021, and (3) 2022.

(ii) HL17485 To ask Her Majesty’s Government, further to the Written Answers by Baroness Blackwood of North Oxford on 17 July (HL16963 and HL16964), what was the budget of the Central and North West London NHS Foundation Trust for funding the National Problem Gambling Clinic; and what is the projected cost of that clinic in (1) 2020, (2) 2021, and (3) 2022.
