Regulated and Other Activities (Mandatory Reporting of Child Sexual Abuse) Bill: Bishop of London supports legislation

The Bishop of London spoke in support of the Regulated and Other Activities (Mandatory Reporting of Child Sexual Abuse) Bill at its second reading on 17th January 2025, acknowledging the Church of England’s own background in safeguarding failures and the need for institutions to work towards a survivor centred approach:

The Lord Bishop of London: My Lords, I support this significant Bill tabled by the noble Baroness, Lady Grey-Thompson, who has articulated very clearly why it is important. First, I want to recognise, on behalf of the Church of England, our own shocking failures in safeguarding and take this opportunity to apologise to victims and survivors of Church abuse. I fully support the introduction of mandatory reporting of child sex abuse and of other abuse, in all contexts. I note the Government’s commitment to doing so in their upcoming police and crime Bill. Today’s debate gives us another opportunity for this important discussion. I pay tribute to the noble Baroness, Lady Grey-Thompson, for bringing the Bill forward, and to Members of your Lordships’ House for their contributions, which I know at times will not be easy.

Bishop of St Albans asks about needs of rural communities in devolution process

The Lord Bishop of St Albans: My Lords, it looks as if the provisional local government finance settlement for 2025-26 will disadvantage rural areas, with the removal of the rural services delivery grant making the situation even worse. What steps are being taken to ensure that the needs of rural communities are being considered in the devolution process and that the strategic policy approaches developed by the combined authorities meet the specific needs of service delivery in our rural communities?

Bishop of St Albans asks about illegal movement of meat and cattle products

The Bishop of St Albans asked a question on the need to protect against illegal movement of cattle and meat products during outbreaks of foot and mouth disease on 16th January 2025:

The Lord Bishop of St Albans: I congratulate Defra on the decisive action it has taken. I, too, have memories of the former outbreaks, travelling with my father to farms where what happened was devastating. Part of the risk comes from illegal movements of cattle and meat products. What additional briefing and support has been given to border and police forces to try to protect against this? Also, are there any additional resources for the mental health and well-being of our farming community, who will find this a huge threat to their livelihood?

Bishop of Leeds asks about teaching levels in arts and creative education

The Bishop of Leeds asked a question on low numbers of teachers in the arts and humanities on 15th January 2025, during a discussion on the value of a creative education in state schools:

The Lord Bishop of Leeds: My Lords, schools feed in to universities, and the number of arts and humanities departments in universities has been in decline. I learned recently—and I speak as a linguist—that if all the students currently training in modern languages at university were to go into teaching, we would still only fund 70% of the language-teaching posts. This is a systemic problem in the arts and humanities. Trying to get PhD funding for arts and humanities is increasingly difficult. Will the Government commit to looking at the whole stream of the educational system in this respect, and not just schools?
