Bishop of Gloucester asks about number of female prisoners in secure hospitals

The Bishop of Gloucester received the following written answer on 17th July 2023:

The Lord Bishop of Gloucester asked His Majesty’s Government how many women in prison were transferred to a secure hospital under provisions in the Mental Health Act 1983 in each of the last five years.

Lord Bellamy (Con): Please see below table showing the number of female prisoners who were transferred to a mental health hospital under Part 3 of the Mental Health Act 1983 1 in each of the last five years. This is in the context of a female prison population which stood at 3,253 as of June 2022:

Bishop of Southwell & Nottingham asks question on post-EU funding for farmers

On 21st June 2023, the Bishop of Southwell & Nottingham tabled a question on whether DEFRA had published sufficient detail relating to post-EU funding to allow farmers to plan for the future:

The Lord Bishop of Southwell & Nottingham: To ask His Majesty’s Government what assessment they have made of whether the Department of Environment Food and Rural Affairs has published sufficient detail in relation to post-EU funding to enable those working in farming to plan for the future; and what assessment they have made of any adverse consequences for the mental health and wellbeing of such people.

Illegal Migration Bill: Bishop of Southwark speaks to Bishop of Durham’s amendment on detention conditions for vulnerable individuals

On 7th June 2023, during a committee debate on the Illegal Migration Bill, the Bishop of Southwark spoke in support of the Bishop of Durham’s amendment 78, which would allow exceptions to the bill’s proposed ouster of judicial review during the first 28 days of detention, for vulnerable individuals such as children, pregnant women, and those with mental health issues:

The Lord Bishop of Southwark: My Lords, I will speak to Amendment 78, tabled by the right reverend Prelate the Bishop of Durham, who is unable to be here at this early hour. I know that he is grateful to the noble Baronesses, Lady Lister and Lady Neuberger, for their support.

A statutory regime of clinical screening for people at risk of harm in detention and for healthcare professionals to be able to report concerns to the Home Office has been a cornerstone of safeguarding in immigration detention since 2001—and rightly so. This amendment looks to ensure that this process does not become inconsequential by preventing the necessary legal oversight of detention decisions. Given the technical nature of the issues relating to medical reporting in detention centres, I will focus my comments on the context of this amendment and set out a few key questions for the Minister.

Bishop of Southwell and Nottingham asks about CAMHS waiting times for children in care

The Bishop of Southwell and Nottingham asked a question on the length of waiting times for Children’s Adolescent Mental Health Services (CAMHS) for children in care on 5th December 2022:

The Lord Bishop of Southwell and Nottingham: To ask His Majesty’s Government what assessment they have made of the length of the waiting times for children and young people in care who need to access the support of Children’s Adolescent Mental Health Services; and what steps they are taking to reduce those waiting times.

Lord Markham (Con): We do not have a national waiting time standard for these services, so this data is not available. However, increasing access to these services is a priority.

Bishop of St Albans asks a question regarding mental health care for gambling addiction

The Bishop of St Albans received the following written answer on 18th July 2022:

The Lord Bishop of St Albans asked her Majesty’s Government how many people were subject to a Mental Health Treatment Requirement (MHTR) as part of a (1) community, or (2) suspended, sentence order due to a serious gambling addiction for each year since their introduction in 2005.

Bishop of St Albans asks a question on gambling addiction

The Bishop of St Albans received the following written answer on 30th June 2022:

The Lord Bishop of St Albans asked Her Majesty’s Government what plans they have to introduce (1) a Community Sentence Treatment Requirement for gambling addiction, or (2) a Gambling Treatment Requirement, similar to community sentence treatments for offences where alcohol, drugs or mental health issues were an underlying factor.

Lord Bellamy (Con): Offenders with a gambling addiction may be suitable for a Mental Health Treatment Requirement (MHTR) as part of a community or suspended sentence order where mental health has been identified as an underlying factor.

Bishop of London asks about funding for mental health and wellbeing of NHS Staff

The Bishop of London asked a question on continuation of mental health and wellbeing funding for NHS staff on 27th January 2022, during a debate on NHS Staff recruitment:

The Lord Bishop of London: My Lords, over the last two years I have been encouraged by the way in which the NHS has creatively met the mental health needs of nurses and other healthcare workers, encouraging their well-being and recognising what contributes to that. Can the Minister reassure us that the funding that has gone in over the last two years will continue to be put into the NHS, ensuring that we look after the well-being of our staff?
