Safety of Rwanda (Asylum and Immigration) Bill: Bishop of Bristol supports amendment on due regard for international and domestic law

On 16th April 2024, during a debate on the Safety of Rwanda (Asylum and Immigration) Bill, the Bishop of Bristol spoke in support of an amendment tabled by Lord Coaker, which would stipulate that the bill should have due regard for international law, the Children Act 1989, the Human Rights Act 1998, and the Modern Slavery Act 2015:

The Lord Bishop of Bristol: My Lords, I welcome the amendment from the noble Lord, Lord Coaker, particularly the detail of the inclusion in it of the Modern Slavery Act 2015; it is a detail except for those who have been, or may well have been, trafficked. There are as many as 4,000 people in the national referral mechanism whose cases are currently to be determined. That is absolutely right and proper under current legislation, and that legislation should be taken into account as part of the implementation of this Bill.

Safety of Rwanda (Asylum and Immigration Bill): Bishop of St Edmundsbury and Ipswich supports amendments on modern slavery, right of return, and overall safety

On 4th March 2024, the House of Lords debated the Safety of Rwanda (Asylum and Immigration) Bill in the first day of the report stage. The Bishop of St Edmundsbury & Ipswich spoke in the debate, supporting amendments on assessing Rwanda’s safety, establishing right of return for asylum seekers after relocation, and protection for victims of modern slavery:

The Lord Bishop of St Edmundsbury & Ipswich: My Lords, I shall speak in favour of Amendments 1, 3 and 5 tabled by the noble Baroness, Lady Chakrabarti, to which I have added my name. I do not believe that we can enshrine in law a statement of fact without seeing and understanding the evidence that shows such a statement to be true, in particular when such a statement of fact is so contentious and for which the evidence may change. Ignoring for a second the strange absurdity of such declarations, we must also consider the real impact that this could have on the potentially vulnerable people whom the Government intend to send to Rwanda. Bishop of Bristol asks about rates of modern slavery referrals in the UK

The Bishop of Bristol received the following written answer on 4th March 2024:

The Lord Bishop of Bristol asked His Majesty’s Government:

  • how many individuals referred to the National Referral Mechanism for modern slavery after arriving in the UK irregularly since January 2022 have been given (1) a positive reasonable grounds decision, (2) a negative reasonable grounds decision, (3) a positive conclusive grounds decision, and (4) a negative conclusive grounds decision.
  • how many individuals referred to the National Referral Mechanism for modern slavery after arriving in the UK irregularly since January 2022 were referred because of (1) exploitation which happened in the UK, and (2) trafficking to the UK.

Safety of Rwanda (Asylum and Immigration) Bill: Bishop of Bristol speaks in favour of amendments protecting armed forces workers and victims of modern slavery

On 14th February 2024, the House of Lords debated the Safety of Rwanda (Asylum and Immigration) Bill in committee. The Bishop of Bristol spoke in support of amendment 75 to the bill, which would introduce an exemption clause to prevent those who had worked with UK armed forces or the UK government overseas, or their families, from being sent to Rwanda. She also spoke in support of amendments 70, 73, and 85, on the issue of protecting victims of modern slavery from removal to Rwanda:

The Lord Bishop of Bristol: My Lords, I am grateful to all those supporting Amendment 75 and for the speeches on it. I am further grateful to the noble Lords, Lord Kerr and Lord Alton, and the noble Baroness, Lady Chakrabarti—they are all helping us to delve deeper into the legal and moral issues in these amendments. I am particularly grateful to the noble and learned Baroness, Lady Butler-Sloss, who has set out her Amendments 70, 73 and 85, to which I have subscribed my name.

This issue is close to my heart, as I speak on behalf of the Church of England on human trafficking and modern slavery issues. I do so from the city of Bristol, with its history of slavery and its current commitment to prevent human trafficking and slavery, including domestically—we train our lay officers to spot the signs of those hiding in plain sight—and to provide refuge for those on their journey through the NRM. I was also particularly grateful to the noble Lord, Lord Deben: I think that I will miss church downstairs, so I am grateful that he has brought church upstairs in his Ash Wednesday words to us about the deep moral issues in our debate today.

Bishop of Bristol asks about modern slavery referrals for migrants arriving illegally in the UK

The Bishop of Bristol received the following written answer on 7th February 2024:

The Lord Bishop of Bristol asked His Majesty’s Government how many people who have arrived into the UK illegally since 1 January 2022 and who would therefore be eligible for removal to Rwanda have been referred to the National Referral Mechanism for modern slavery.

Safety of Rwanda (Asylum & Immigration) Bill: Bishop of Durham questions support for refugees available in Rwanda and raises risks of modern slavery

On 29th January 2024, the House of Lords debated the the Safety of Rwanda (Asylum & Immigration) Bill. The Bishop of Durham spoke in the debate, questioning, based on his experience of the country through his role as Bishop, whether Rwanda would be able to adequately support refugees relocated from the UK, and highlighting the risks to refugees in the country, particularly in terms of modern slavery:

The Lord Bishop of Durham: My Lords, I declare my interests as laid out in the register. I stand in agreement with the arguments already made regarding the domestic constitutional, international standing and human rights concerns surrounding this Bill. I echo the belief that we should not outsource our moral and legal responsibilities to refugees and asylum seekers. However, today I hope to bring some insight to this debate through my own experience of Rwanda.

Rwanda is a country that I love. It is a country that I have travelled to on 20 occasions since 1997. I have observed the amazing transformation of Kigali and some aspects of the whole nation. My visits take me to rural villages, small towns and cities, not simply the glamour of a great international city. I have had the privilege of becoming friends with many local people whom I have met and stayed with there. The conversations I had there last August further led me to conclude that this policy will simply not work.
