Bishop of St Albans asks Government about elder abuse and mental health support

On 22nd November 2018 Baroness Thornton asked Her Majesty’s Government “how much of the National Health Service mental health budget goes towards intervention to address domestic and sexual violence and abuse.” The Bishop of St Albans, Rt Revd Alan Smith, asked a follow up question about elder abuse:

The Lord Bishop of St Albans: My Lords, it is much to be welcomed that the Government are allocating this money. I am also glad that the needs of young people have been highlighted, but the Minister will be aware that statistics show that roughly 340,000 elderly ​people are suffering abuse in the community each year. If we are not tracking how the money is spent, how can we be sure that the mental health needs of the elderly are being properly addressed at a particularly vulnerable point in their lives? Bishop of Portsmouth leads debate on health consequences of problem gambling

On the 1st November the Bishop of Portsmouth, Rt Revd Christopher Foster led a short debate in the Lords about gambling addiction, numbers of people being hospitalised and the cost to the NHS. A full trancript of the debate is below:
The Lord Bishop of Portsmouth: To ask Her Majesty’s Government what steps they are taking to (1) reduce the number of problem gamblers hospitalised each year, and (2) protect vulnerable people from gambling addiction.
The Lord Bishop of Portsmouth: My Lords, the right reverend Prelate the Bishop of St Albans has had, at very short notice, to remain in his diocese. He apologises for being unable to be here and to ask this Question. On his behalf and with his permission, I beg leave to ask the Question standing in his name on the Order Paper. He and I are grateful to those participating in this short debate, and look forward to their contributions. There is a seamless transition between the last item of business and this one. The right reverend Prelate’s interest in this subject comes from the people who have contacted him directly to explain how gambling has destroyed their lives. The Church has often campaigned on behalf of victims, and we on these Benches want to contribute towards some solutions.

Bishop of St Albans calls for regulation of gambling advertising and levy on firms to to fund addiction treatment

The Lord Bishop of St Albans: To ask Her Majesty’s Government what assessment they have made of the increasing prevalence of gambling advertising, as reported in the Gambling Commission’s ‘Review of online gambling’, published in March.

Viscount Younger of Leckie(Con):…My Lords, the growth of online gambling has seen increased advertising for these products on TV and in social media. There are strict controls on the content and targeting of gambling advertising. A survey of evidence found that its impact on problem gambling was likely to be ​relatively small. We have set out a range of measures to strengthen protections further, including new guidance and research and tougher sanctions for breaches of the advertising codes. Bishop of Southwark raises concern at mental health care disparities based on ethnicity

On the 6th of September 2018 the House of Lords debated the motion ‘that this House takes note of NHS and healthcare data and how that data could be used to improve the health of the nation.’ The Bishop of Southwark, Rt Revd Christopher Chessun, spoke in the debate:

The Lord Bishop of Southwark: My Lords, I too express appreciation to the noble Lord, Lord Freyberg, for securing a debate on a subject so full of possibilities for enriching our knowledge and improving the lives of fellow citizens. In England alone the National Health Service deals with more than 1 million patients every 36 hours. The potential use of data is enormous.

The right reverend Prelate the Bishop of Carlisle, who takes a special interest in health matters, is particularly sorry not to be able to participate in this debate. I also congratulate the noble Lord, Lord Bethell, on the quality of his maiden speech. I was, furthermore, particularly grateful for the wisdom of the noble Lord, Lord Kakkar, who spoke from his great expertise in this field. My focus is on mental healthcare data, which was recently highlighted in the Church of England’s toolkit on minority ethnic mental health issues, launched at our General Synod in July.

In debate on NHS at 70 Bishop of Carlisle highlights importance of public health and spiritual care

On 5th July 2018 Lord Darzi of Denham led a debate to mark the 70th anniversary of the NHS, “That this House takes note of the creation of the National Health Service in 1948, and the case for integration of health, mental health, social and community care to equip the National Health Service for the next 70 years.” The Bishop of Carlisle, Rt Revd James Newcome, who is the lead bishop for healthcare, spoke in the debate:

The Lord Bishop of Carlisle: My Lords, I too am most grateful to the noble Lord, Lord Darzi, for securing this timely debate. On the one hand, I am grateful because it is an opportunity to recall and be thankful for the establishment of the NHS in 1948 as one part of a comprehensive vision of social welfare—which, incidentally, owed much to the insight and energy of Archbishop William Temple and other Christian thinkers and activists. Temple and Beveridge were close friends, and much of the post-World War II vision that led to the creation of the welfare state by Bevan and others emerged from church-led consultations. Bishop of Oxford asks Government about use and handling of NHS data records

On 5th July Baroness Thornton asked Her Majesty’s Government “what steps they will take to ensure that National Health Service patients have equitable access to the benefits of (1) artificial intelligence, (2) genomic medicine, (3) new drugs, and (4) innovative treatments.” The Bishop of Oxford, Rt Revd Steven Croft, asked a follow-up question:

Can the Minister comment on the steps being taken to improve data transfer across different NHS trusts, and standardisation? Bishop of London makes first speech in Lords, on the NHS, disability and London

On 28th June 2018 the Bishop of London, Rt Revd & Rt Hon Sarah Mullally, gave her first speech in the House of Lords, during a debate led by Baroness Thomas of Winchester “that this House takes note of the different challenges facing disabled people in the United Kingdom in 2018”. Bishops of Lincoln and Coventry respond to Government statement on Gosport Independent Panel report

On 20th June 2018 a Government statement about the Gosport Independent panel, chaired by the former Bishop of Liverpool, was repeated in the House of Lords. The Bishops of Lincoln and Coventry spoke after the statement to ask questions of the Minister. Their exchanges are below:

The Lord Bishop of Lincoln: My Lords, I declare an interest as my wife is a lead clinician in the office of the Parliamentary and Health Service Ombudsman. My friend the right reverend Prelate the Bishop of Portsmouth cannot be in his place today as he is in his cathedral church with the families of those whose loved ones were patients at Gosport War Memorial Hospital, as they properly received the report prior to it being laid before Parliament. On his behalf, and sharing his profound concern and with some anger as a vicar and archdeacon in that area at that time, I politely remind the Minister of the evidence of disregard for human life, a culture of deliberately shortening life, and a regime of systematic overuse of opioids and of the way in which those raising concerns were treated as troublemakers. Bishop of Carlisle calls for an independent office for health and care sustainability

On the 26th April 2018 the House of Lords debated a motion from Lord Patel “that this House takes note of the Report from the Select Committee on the Long-term Sustainability of the NHS, The Long-term Sustainability of the NHS and Adult Social Care (Session 2016-17, HL Paper 151).” The Bishop of Carlisle, Rt Revd James Newcome, who had served on the Select Committee, spoke in the debate:

The Lord Bishop of Carlisle: My Lords, like other noble Lords who have already spoken and who will speak in this debate, I had the great privilege of serving on the Select Committee that produced the report of which we are, I hope, taking note today. Like them, I pay tribute to my colleagues, from whom I learned a great deal, and to our excellent chairman, the noble Lord, Lord Patel.

Since the report was published, more than a year ago, I found myself presenting its findings in various venues in Cumbria, where I live and work. On some occasions, local Members of Parliament and senior NHS staff have also been involved, but on every occasion the interest generated has been huge, which is a reminder, should we need it, of the importance of this topic to every citizen in every part of this country.
