Environment Bill: Bishop of Oxford supports amendments centering environmental impact

On 8th September 2021, the House of Lords debated the Environment Bill in the second day of the report stage. The Bishop of Oxford spoke in support of two amendments intended to ensure that future decision making in this area would have regard to environmental principles first and foremost, and a further amendment ensuring the independence of the Office for Environmental Protection:

The Lord Bishop of Oxford: My Lords, I shall speak in favour of Amendments 19 and 20, and passionately so.

Many members of your Lordships’ House have spoken of the urgency of the crisis before us; just yesterday, the most reverend Primate the Archbishop of Canterbury, Pope Francis and the Ecumenical Patriarch issued a powerful joint statement. They appealed to those with “far-reaching responsibilities”—including ourselves—to

“make short-term sacrifices to safeguard all our futures; become leaders in the transition to just and sustainable economies.”

There can be no exceptions.

Bishop of Oxford asks about efforts to combat climate change denial

The Bishop of Oxford asked a question on the need for education to combat climate denialism on 7th September 2021, during a debate on a report from the Intergovernmental Panel on Climate Change: Climate Change 2021: The Physical Science Basis.

The Lord Bishop of Oxford: My Lords, we all agree, I am sure, that the climate emergency is an immensely complex subject with many different facets. There is an urgent need and responsibility to educate and engage the public in responsible ways on the urgent priority of public and private action. Does the Minister agree that investment and a serious programme of public engagement are needed to combat climate change deniers, climate change delayers and those who say that there is no hope and nothing can be done? What are the Government’s plans for this?

Bishop of Oxford asks about skill-building for young people post pandemic

The Bishop of Oxford asked a question on government efforts to help young people build skills and knowledge to ensure they are able to access careers following the COVID-19 pandemic on 16th June 2021:

The Lord Bishop of Oxford: My Lords, during their working lives this generation will face the full implications of not only the Covid pandemic but the fourth industrial revolution and the need to transform our economy to net zero. Young people will need to build meaningful careers, not simply survive from gig to gig. Can the Minister therefore explain where strategic thinking is happening and where policies interlock to provide the skills, employment safeguards and quality jobs, linked to national priorities, which young people will need?

Environment Bill: Bishop of Oxford welcomes legislation

On 7th June 2021, the Bishop of Oxford spoke at the second reading of the Environment Bill, welcoming the legislation and urging that the power of the Office of Environmental Protection be built up and maintained:

The Lord Bishop of Oxford: My Lords, it is a real honour to speak in this debate and share in the passion and expertise of this House in favour of clear, swift, accountable action to safeguard the environment and combat climate change. It is a particular pleasure to pay tribute to my colleague, the right reverend Prelate the Bishop of Salisbury, who makes his valedictory speech today, to which I look forward. I thank Bishop Nicholas for his leadership within the Church of England, this House and more widely on climate questions. That leadership has played a key role in our national Church’s commitment to net zero by 2030.

Queen’s Speech – Bishop of Oxford welcomes online safety bill plans

On 18th May 2021 the Bishop of Oxford spoke during the fourth day of debate in the House of Lords on the Queen’s Speech, focusing on proposals to legislate for online safety.


My Lords, it is a privilege to take part in this debate, to follow the noble Baroness, Lady Chakrabarti, and to welcome the noble Baroness, Lady Fullbrook—I thank her for her maiden speech. I warmly welcome the online safety Bill, referenced in the most gracious Address. I declare my interest as a board member for the Centre for Data Ethics and Innovation.

It is my view that the online safety Bill represents a major step forward in preventing harm to children, vulnerable adults and our wider society. The Bill places a robust duty of care on content-sharing platforms and creates a major new regulator by extending the remit of Ofcom. Those designing the Bill have listened carefully and have risen to the challenge of scoping a regulatory framework for new and rapidly changing technologies. The internet is used by over 90% of adults in the United Kingdom. There are many benefits to that use, as we have seen during the pandemic, but also great potential for harm. As the memorandum from DCMS indicates very clearly, this landmark regulation will end the era of self-regulation. The Bill is likely to prove a key benchmark, not only for the United Kingdom, but for governments around the world.

Bishop of Durham moves Cathedrals Measure

On 22nd April 2021, the Bishop of Durham moved the Church of England Cathedrals Measure in the House of Lords, asking that the measure be approved for Royal Assent. The Bishop of Oxford also spoke in support of the measure:

The Lord Bishop of Durham [V]: That this House do direct that, in accordance with the Church of England Assembly (Powers) Act 1919, the Cathedrals Measure be presented to Her Majesty for the Royal Assent.

My Lords, I beg to move the second Motion standing in my name on the Order Paper. The Cathedrals Measure provides a new statutory framework for the governance and regulation of 41 Church of England cathedrals and will replace the framework in the Cathedrals Measure 1999.

Our cathedrals are national treasures which it is both a privilege and a responsibility to care for. They play a key role in our national life, with some 10 million adults visiting them each year and around 330,000 children enjoying free educational visits to them. All our cathedrals are involved in work in their local community, and they contribute around £220 million annually to the UK economy, employing some 3,000 people. Above all, however, each cathedral serves its community as the mother church of its area and the seat of a bishop, and remains in use for its original purpose.

Bishop of Oxford asks about tackling offensive material on social media

The Bishop of Oxford asked a question on development of a code of practice for tackling offensive online content on 23rd March 2021:

The Lord Bishop of Oxford: My Lords, the requirement to love our neighbours as ourselves makes practical demands of our online behaviour: not only what is posted but also what is endorsed, what is given the oxygen of repetition and what is tolerated. The digital common good is threatened from both sides: by those who post racist and offensive material and by some social media sites that craft algorithms to curate, propagate and perpetuate in order to maximise income. So will the Government give urgent consideration to implementing a code of practice for both hate crime and wider legal harms, perhaps along the lines of the model code that Carnegie UK and a number of other civil society organisations, including my office, recently co-drafted?

Bishop of Oxford asks about new media legislation

The Bishop of Oxford tabled a question on new media legislation in Australia and the potential for similar legislation in the UK on 25th February 2021:
