On 19th October 2015 the Leader of the House of Lords repeated a statement made to the Commons by the Prime Minister on the European Council. The Bishop of Southwark, Rt Rev. Christopher Chessun, followed up with a short statement about the recent letter to the Prime Minister on refugees from 84 bishops of the Church of England .
The Lord Bishop of Southwark: My Lords, we wish to thank the noble Baroness the Leader of the House for her Statement in which she repeated the Prime Minister’s Statement in another place on the European Council. I gather that in response to a point made about the Bishops’ recent letter, he said that he would like to see the Bishops make a very clear statement on the commitment to spend 0.7% of GNI on aid. I speak only as the duty Bishop but Bishops always try to make very clear statements whenever they speak. We thank and endorse and congratulate the Government on maintaining this policy of delivering 0.7%; it is something from which many of the poorest countries in the world benefit. On 19th October 2015 the House of Lords considered amendments to the Government’s Energy Bill at its Report stage. Labour Peer Baroness Worthington moved an amendment to, in her words, “change the fundamental objective of the Oil and Gas Authority: to make it fit for purpose, comprehensive and a little bit closer to what we would expect a regulator representing the Government’s interests in the extraction of oil and gas to be interested in; and to maximise economic return from our resources, not necessarily just the economic recovery of fossil fuels.”
Amendment 11: after clause 3, to insert the new clause Transportation and storage of greenhouse gases.

On 17th July 2015 the Bishop of Southwark, Rt Revd Christopher Chessun, spoke during the Second Reading debate of Lord Purvis of Tweed’s Constitutional Convention Bill. The Bishop welcomed the Bill and its efforts to include those from outside the political sphere in the decision-making process. He also said that the House of Lords needed to resolve the issue of its powers and functions before resolving questions about its membership.
The Lord Bishop of Southwark: My Lords, I congratulate the noble Lord, Lord Purvis, on securing time for this Bill—a Bill that, in making provision for a constitutional convention, I am happy to support. I note that a growing consensus is emerging for the constitutional questions that we face to be addressed. To use the terms of the noble Lord, Lord Hennessy, when he recently addressed the House of Bishops, we are faced with a constitutional building site and no blueprint of what it is we are trying to construct. On Monday the 6th July 2015 the Bishop of Southwark, the Rt Revd Christopher Chessun, spoke in a debate about the contribution of Britain’s ethnic minorities to faith communities and public institutions in the United Kingdom. The Bishop spoke about the role played by the Church, his congregations in Southwark and the public debate on immigration.
The Lord Bishop of Southwark: My Lords, I am grateful to the noble Baroness, Lady Berridge, for securing this debate, as it enables us rightly to recognise the vast contribution made by Britain’s ethnic minorities both in public service and in faith communities. On Wednesday 17th June 2015 the House of Lords debated a motion in the name of Lord Sterling of Plaistow “to ask Her Majesty’s Government whether they consider that the current defence budget is sufficient to enable the Armed Forces to meet the needs of the United Kingdom’s long-term foreign policy.” The Bishop of Southwark, Rt Revd Christopher Chessun, spoke in the debate, highlighting the need to resource conflict resolution and post-conflict stabilisation in Syria and other parts of the region.
The Lord Bishop of Southwark: My Lords, I too welcome this debate and thank the noble Lord, Lord Sterling, for securing it. With the strategic defence and security review we have an opportunity for a wider debate on the politics of defence that might help to reshape our understanding of the purpose and task of our Armed Forces. The fundamentals that have underpinned UK foreign policy and defence spending in the past will need to be adapted to the changed circumstances we face, especially in the Middle East and our European neighbourhood. On Thursday 28th May the Bishop of Southwark, Rt Rev Christopher Chessun, spoke during the debate on the Queen’s Speech. He focused on the Middle East, the importance of a two-state solution for Israel/Palestine and the partnership role between churches and Government in delivering overseas aid. The Lord Bishop of Southwark: My Lords, it was encouraging to hear the commitment of Her Majesty’s Government in the gracious Speech to various foreign policy objectives in the Middle East. The chaos in the Middle East is all too familiar and arises not from isolated pockets of trouble but from multiple interconnected challenges. Syria’s misery shows no sign of ending; Libya appears torn in half; ISIS continues to make gains in Iraq; and Yemen appears to be sliding into a humanitarian crisis. We are confronted by a Middle East that is coming apart at the seams. These are problems that will not just evaporate. They need careful attention and strategic patience, and I encourage Her Majesty’s Government to remain vigilant to broader aims throughout the region, as well as giving appropriate attention to the constituent parts. The Bishop of Southwark, the Rt Revd Christopher Chessun spoke in a short debate about the Israel Palesine two state solution. Bishop Christopher spoke of the importance to maintain freedom of religion across the region and some of the issues he had seen with the building of the ‘peace and security wall’ following a recent visit to the region.
