Queen’s Speech: Bishop of Durham speaks on the cost of living

On 17th May 2022, the House of Lords debated the Queen’s Speech. The Bishop of Durham spoke in the debate, regarding the cost of living and the two child limit on universal credit:

The Lord Bishop of Durham: My Lords, I declare my interests as chair of the National Society and co-chair of the Archbishops’ Commission on Families and Households.

A key question for evaluating the legislative agenda laid out in the gracious Speech is: are we, as a nation, prioritising the holistic well-being of all our children? I welcome the forthcoming Schools Bill. I pay tribute to the Secretary of State’s approach in constructively working with us to enable churches to have confidence in moving towards a system where all schools can be in a strong academy trust, maintaining their own ethos. The whole system must provide an education not solely pursuing the ends of maths and literacy but enabling children to be the best people they can be and to contribute to transforming the schools in which we live.

Bishop of Durham asks about children’s rights

The Bishop of Durham asked a question about the rights of children on 14th March 2022, during a debate on executions in Saudi Arabia:

The Lord Bishop of Durham: My Lords, on human rights in general, and the rights of children in Saudi Arabia, can the noble Earl assure us that the rights of children are being explored? I do not think that I am the only one in the House who feels that this was very cynically undertaken this weekend, as there was a hope that it would be hidden away.

Church Commissioners’ Question Time, 10 March 2022

On 10th March 2022 the Second Church Estates Commissioner, Andrew Selous MP, answered questions from MPs in the House of Commons, freedom of religion or belief overseas, family hubs, supporting Ukrainian refugees, affordable housing, the Queen’s platinum jubilee, and the Commissioners’ Scottish landholdings.

Global Summit: Freedom of Religion or Belief

Caroline Ansell (Eastbourne) (Con): What role the Church of England has in supporting the global summit to promote freedom of religion or belief, to be hosted by the Foreign, Commonwealth and Development Office in July 2022. (905957)

The Second Church Estates Commissioner (Andrew Selous): The Church is making every effort to support that important summit to promote freedom of religion or belief. A debate was held on the lack of global religious freedom at last month’s General Synod and I am pleased that my hon. Friend the Member for Congleton (Fiona Bruce), in her capacity as the Prime Minister’s special envoy for freedom of religion or belief, was able to brief Synod members on the huge cost of following Jesus in many parts of the world.

On 8th March 2022, the House of Lords debated amendments to the Nationality and Borders Bill in its third day of the Report stage. Votes were held on several amendments, in which Bishops took part.

Nationality and Borders Bill 2022: Bishop of Durham speaks in support of amendments

On 8th March 2022, the House of Lords debated the Nationality and Borders Bill in its 3rd day of reports. The Bishop of Durham tabled amendments to the bill and spoke in support of other amendments:

The Lord Bishop of Durham: My Lords, I support Amendment 64A, in the name of the noble Baroness, Lady Neuberger, to which I have added my name.

I declare my interests in relation to both RAMP and Reset as set out in the register. I am very grateful to the noble Baronesses, Lady Neuberger and Lady Lister, and the noble and learned Baroness, Lady Butler-Sloss, for outlining all the arguments for why this amendment is the right route to take. On Amendment 64, I hear the words about safeguarding but it is a dangerous route to take.

The needs of children have been starkly left unaddressed in so many areas of the Bill. The policies proposed to determine the age of the child are particularly concerning. The child and their best interests, rather than deterrence, must be the starting point in designing these policies. I support the amendment because it is imperative that such assessments are up to standard and based on scientific evidence. We should be seeing help for local authorities to improve their practice through multiagency working so that social workers conduct these assessments and that they are better supported with appropriate funding and training. Making the process stricter will lead to more children being treated as adults. This is extremely concerning given that they will then be placed alone in adult accommodation, with no support or safeguarding.

Nationality and Borders Bill: Bishop of Durham & Bishop of Gloucester support amendment to costs for children’s citizenship applications

On 27th January 2022, the House of Lords debated the Nationality and Borders Bill in the first day of the committee stage. The Bishop of Gloucester, on behalf of the Bishop of Durham, spoke in support of an amendment to regulations around children’s citizenship, and administrative costs associated with citizenship applications:

The Lord Bishop of Gloucester: My Lords, I will speak on Amendment 13 on behalf of my noble friend the right reverend Prelate the Bishop of Durham, who sadly cannot be in the House until later today. He wishes to declare his interests in relation to both RAMP and Reset, as set out in the register. The following words are his, but I will say that I wholeheartedly agree with every one of them.

My interest comes from my ongoing engagement in this House with issues concerning children and ensuring that their best interests are central to legislation. The Government should be doing everything they can to ensure that all children in the UK have the opportunity to thrive. We should be working to remove barriers that they may face in seeking to reach their full potential. The current British citizenship registration fees create a barrier for many children to being and feeling fully part of society.

Bishop of St Albans takes part in debate on deaths caused by social media

The Bishop of St Albans spoke in a debate on the role of social media in children’s deaths on 20th January 2023, drawing attention to the broadness of social factors contributing to children’s deaths:

The Lord Bishop of St Albans: My Lords, I too thank the noble Baroness, Lady Kidron, for securing this most important debate on the contributory role of social media to the deaths of children, and I pay tribute to her persistent campaigning on this subject. It is a timely debate given that only a month ago we received the legislative scrutiny committee’s report on the draft online harms Bill.

I want to focus on the whole question of the extent to which we understand the numbers and the causes of child deaths, not only where social media plays a significant role but in a whole range of other issues. This is a much broader problem than just this topic, although it is a superb example of why we need better research and better recording of data.

In December, your Lordships’ House debated the Second Reading of my Coroners (Determination of Suicide) Bill. It would require coroners to record any relevant contributory factors once a death by suicide has been officially determined. It would not be a finding in law, the results would be anonymised and published anonymously, and it would be akin to the well-established processes that hospitals have for recording comorbidities of death.

Health and Care Bill: Bishop of Birmingham supports strengthening services for children and young people

On 18th January 2022, the House of Lords debated the Health and Care Bill. The Bishop of Birmingham, on behalf of the Bishop of London, spoke in support of amendments aimed at strengthening public health services for children and young people:

The Lord Bishop of Birmingham: My Lords, on behalf of my right reverend friend the Bishop of London, who cannot be in her place today, I speak in support of Amendment 141, to which she has put her name, alongside all the amendments, which I too support, having listened to the discussion and read them carefully. They all aim to strengthen the services for children and young people. The Government should be congratulated on continuing in the NHS a long period—perhaps 20 to 30 years—of raising the profile of children and young people. The work of the clinical director should be noted, and the involvement of young people in the design of services, although we have already heard this morning that this could be increased.

Police, Crime, Sentencing and Courts Bill: Bishops of Gloucester & Derby support updated statutory definition of child criminal exploitation

On 12th January 2022, the House of Lords debated amendments to the Police, Crime, Sentencing and Courts Bill. The Bishop of Gloucester, on behalf of the Bishop of Derby, spoke in support of an amendment tabled by Lord Rosser which would introduce a new statutory definition of child criminal exploitation:

Nationality and Borders Bill: Bishop of Durham raises concerns about effects on children

On 5th January 2022, the Nationality and Borders Bill was introduced to the House of Lords in its second reading. The Bishop of Durham spoke in the debate that followed, raising concerns that bill would fail to adequately protect children and others seeking asylum:

The Lord Bishop of Durham: I declare my interests as a member of the RAMP Project and a trustee of Reset, as laid out in the register. This Bill will raise strong views across the Chamber, as already illustrated by the three Front-Bench introductions, for which I thank all three, because I believe that they have served the House well in all three cases. I hope that we can have a debate that is reasoned and evidence-based, ever mindful of the individual humanity of each asylum seeker and refugee of whom we speak.

This Bill needs to be assessed against the Home Office’s own values of being compassionate, respectful, courageous and collaborative. Other values are important, too: the value of every human being as one made in the image of, and loved by, God, the value that we place on the rights of the child both through the United Nations and the Children Act 1989—and then there are the values relating to the right to family life.
