Bill Wiggin (North Herefordshire): To ask the right hon. Member for Meriden, representing the Church Commissioners, what discussions the Church Commissioners have had with the Department for Communities and Local Government on changes to planning regulations that could increase the supply of places suitable for bat roosts and reduce the incidence of bats roosting in churches.

Mrs CaroCaroline Spelmanline Spelman: Following the General Election the Church Commissioners plan to seek an early meeting with the Department for Communities and Local Government regarding changing the regulations on bat roosts. Welcome for Budget announcement on extra funds for church roof repairs

During a House of Commons debate on the Budget statement, Rt Hon Canon Sir Tony Baldry MP welcomed the announcement of extra funding for church roof repairs, in his capacity as the Second Church Estates Commissioner:

I should firstly, in my capacity as Second Church Estates Commissioner, and soon to be Chair of the Church Buildings Council, like very sincerely to thank the Chancellor the £40 million announced in the Budget towards the repairs of church roofs. This is in addition to the £15 million for the Church Roof Funds made available by the Chancellor a little while ago and £20 million made available for repairs to our cathedrals. Tony Baldry MPOn the 11th March 2015 during the final House of Commons session of this Parliament for questions to the Church Commissioners, MPs asked the Second Church Estates Commissioner, the Rt Hon Canon Sir Tony Baldry MP, about the House of Bishops’ Pastoral Letter, St George’s Jerusalem, the rural church, faith leaders and citizenship values, church buildings, the living wage, Lichfield Cathedral and ethical investment.

This was the final Church Commissioner questions session for Sir Tony Baldry MP, who retires at the end of this Parliament. Tributes to his work were paid by MPs and by the Speaker.

Bishop of Derby takes Church of England Measure on PCC Property through House of Lords

DerbyOn the 22nd January 2015 the Bishop of Derby lead a debate on a Church of England Measure reforming the way a Parochial Church Council can manage their properties. The House considered the Motion and passed the Measure which will now move for consideration in the House of Commons.

That this House do direct that, in accordance with the Church of England Assembly (Powers) Act 1919, the Ecclesiastical Property Measure be presented to Her Majesty for the Royal Assent.

The Lord Bishop of Derby: My Lords, this Measure makes a modest change to the statutory framework for land and property held on permanent trusts by parochial church councils. At present, legal title to all PCC land is vested in the “diocesan authority”—usually the diocesan board of finance—which holds it as trustee for the PCC, by virtue of the Parochial Church Councils (Powers) Measure 1956. The diocesan authority’s consent is required to all kinds of transactions, with the exception of leases for a year or less. Bishop of Derby takes Church of England Measure through House of Lords on Simplifying Faculty Process

On 22nd January 2015 the Bishop of Derby lead the debate in the House of Lords on a Church of England Measure. The House considered a Measure which was presented for Royal Assent on the subject of simplifying the faculty process. The Measure was accepted by the House and now proceeds to the House of Commons for consideration.

Bishop of Derby takes part in debate on chancel repair liability

Bishop of DerbyOn 15th January 2015, the Bishop of Derby, the Rt Revd Alastair Redfern, took part in a short debate in the House of Lords, led by Lord Avebury, on what steps the Government are taking to abolish the liability of private householders and others for chancel repairs. The Bishop put on record that the Church is, in principle, in favour of changing the law. However, he cautioned that the loss of title may cause the local parish financial hardships, and that compensation for the financial loss that would occur must be taken into account. Asked by Lord Avebury: To ask Her Majesty’s Government what steps they are taking to abolish the liability of private householders and others for chancel repairs.

Lord Avebury (LD): My Lords, a consensus that reform of the law on chancel repairs is long overdue has emerged from discussions with the church, the Law Commission, the Law Society, the Country Landowners’ Association and the National Secular Society. Since the Chancel Repairs Bill will not make further progress until after the general election, a preliminary debate on the issues is useful now.
