Support for LGBT people – Church Commissioners

On 10th October 2017 the Second Church Estates Comissioner, Rt Hon Dame Caroline Spelman MP, answered two written questions from Ben Bradshaw MP, about homophobic prejudice and violence and support for LGBT people:

Mr Ben Bradshaw:

(i) To ask the right hon. Member for Meriden, representing the Church Commissioners, what steps the Church of England has taken as a result of the Anglican Primates’ statement of January 2016 on homophobic prejudice and violence and the rejection of criminal sanctions against same-sex attracted people.

(ii) To ask the right hon. Member for Meriden, representing the Church Commissioners, what steps the Church of England has taken to prevent the imposition of (a) the death penalty and (b) other criminal sanctions on LGBT people on account of their sexuality.

Children and Social Work Bill: Bishop of Peterborough supports amendments on relationships and sex education

14.02 PeterboroughOn 4th April 2017 the House of Lords considered amendments made by MPs to the Government’s Children and Social Work Bill. Government Minister Lord Nash proposed that the Lords accept an amendment to provide compulsory relationships education at primary schools. The Bishop of Peterborough, the Rt Rev Donald Allister, spoke in favour of the amendment, which was accepted by the House.

The Lord Bishop of Peterborough: My Lords, I am very happy indeed to support government Amendments 12 and 13 on relationships and sex education and on PSHE. Compulsory provision and statutory guidance are necessary in these areas. The Church of England welcomes this and we very much look forward to the consultation.

We particularly welcome the decision to reverse the name and put “relationships” rather than “sex” at the heart of this policy. This is not about just sex or sex education. It puts sex in its proper context of committed and consensual relationships. But it is also about friendships, resilience, good disagreement and living with difference. It is about tackling bullying, self-image, social media, advertising and so much else. It is about supporting children and preparing them for adult life.

Topics covered included same-sex marriage, the nature of God, climate change, economics and investments, female bishops, welfare reform and relations within the Anglican Communion. A transcript is below. MPs Celebrate Contribution of Women to the Ordained Ministry of the Church of England

In Westminster Hall on Thursday 20th March 2014, Rt Hon Caroline Spelman MP led a short debate on the role and contribution of women to the ordained ministry of the Church of England. 14.03.20 WH debate 4The debate celebrated the 20th anniversary of the ordination of the first women as priests in the CofE and looked ahead, both to the ongoing process to legislate for female bishops, as well as enabling them to sit in the House of Lords without delay. Sir Tony Baldry MP responded in his capacity as Second Church Estates Commissioner, and contributions were made by Rt Hon Ben Bradshaw MP, Sir Peter Bottomley MP and Helen Goodman MP. The Equalities Minister Helen Grant MP was also present to hear the speeches.

Immigration Bill – Bishop of Newcastle raises concern about potential for discrimination by landlords

During the committee stage of the Government’s Immigration Bill in the Lords on 12th March 2014, the Bishop of Newcastle drew attention to the potential impact of measures in clause 16 that require nationality checks on potential tenants by private landlords. The Bishop asked the Minister whether the need for private landlords to have regard to a code of practice was in itself robust enough to prevent discrimination against migrants or those of foreign name or appearance.14.03 Bishop of Newcastle

The Lord Bishop of Newcastle: My Lords, perhaps I may also ask for some clarification. One of my concerns about this part of the Bill is that many landlords will simply not rent to anyone who seems to be foreign or who does not hold a British passport for fear of getting it wrong and being fined. I am afraid that that will inadvertently result in further racial discrimination and provide a charter for those unscrupulous landlords who are racist.

In response to the consultation, the Government accepted that the new rules might provoke landlords to discriminate against people they perceive to be foreign rather than to conduct proper checks. They also recognised the risk that vulnerable people might be impacted. So, in relation to the code of practice and the associated guidance which will make it clear that the checks do not allow landlords to act in a manner inconsistent with the UK’s equality legislation, is that in itself sufficient? It simply requires landlords to read the code and adhere to it without any redress at all if they do not. The Bishop of Peterborough makes his maiden speech in the House of Lords

The Bishop of Peterborough delivered his maiden speech to the House of Lords on 25th February 2014, during the debate tabled by Lord Low of Dalston: ‘To ask Her Majesty’s Government what is their response to Tackling the Advice Deficit, the report of the Low Commission on the future of advice and legal support on social welfare law in England and Wales’.

The Lord Bishop of Peterborough: My Lords, as I make this m14.02 Peterboroughaiden speech I am delighted to have the opportunity to thank the many Members and staff of your Lordships’ House who have made me so very welcome here. I am also most grateful to the noble Lord, Lord Low, for initiating this debate, and for producing with his colleagues this excellent, wide-ranging and challenging report.

I suppose it to be inevitable that cuts in government spending, however necessary they may be, will always hit the poorest most. It is therefore all the more important to give attention to ways of helping the most vulnerable to claim and receive the support to which they are entitled and the professional advice they may need. Bishop of Worcester calls for gender equality to be at heart of next generation of development goals (Written Question)

The Lord Bishop of Worcester asked Her Majesty’s Government what steps they are taking to include a robust gender mainstreaming goal in the post-2015 Millennium Development Goals.

Baroness Northover: The UK has been clear in its advocacy for a standalone post-2015 goal on gender equality and girls’ and women’s empowerment as well as ensuring that these issues are mainstreamed in the goals and targets in the framework to be agreed by the United Nations.

We are working with others across the international community, including civil society, to ensure that this is achieved.
