Bishop of Leicester speaks in debate on the need to provide more supported housing

On 30th March 2023, the House of Lords debated the need for more supported housing resources. The Bishop of Leicester spoke in the debate, highlighting the benefits of supported housing in reducing homelessness and referencing the work of local services in Leicester diocese:

The Lord Bishop of Leicester: My Lords, I am grateful to the noble Baroness for securing this debate and bringing to the Committee’s attention the excellent report by Imogen Blood and the University of York for the National Housing Federation.

I would like to use this opportunity to highlight in particular the work of one organisation in Leicester, with which I have had the privilege of working. I will highlight some of the points made in the aforementioned report and also in Homeful, a report by Professor Jo Richardson of De Montfort University in Leicester.

For several years, One Roof Leicester operated a night shelter, providing emergency accommodation for those who would otherwise be sleeping rough. Indeed, it was credited as running the first interfaith night shelter in the UK; for three months, it rotated between multiple places of worship. It then began to offer supported housing for people experiencing homelessness, and the outcomes have been so positive that it has now moved over fully to that model.

Bishop of St Albans asks about homelessness and public transport in rural areas

The Bishop of St Albans received the following written answers on 28th March 2023:

The Lord Bishop of St Albans asked His Majesty’s Government what estimate they have made of how many people used public transportation supported by the Rural Mobility Fund in (1) 2018, (2) 2019, (3) 2020, (4) 2021, and (5) 2022.

Baroness Vere of Norbiton (Con): Our £20 million Rural Mobility Fund (RMF) was awarded via a competitive process in 2021. It is supporting 16 innovative, demand-led minibus trials in rural and suburban areas across 15 local authorities in England. The majority of these pilot Demand Responsive Transport (DRT) schemes have now launched, with most launching in late 2021 and over the course of 2022.

Bishop of London asks about preventing homelessness for at-risk renters

The Lord Bishop of London asked a question about government support for renters at risk of homelessness during a debate on the Renters Reform Bill on 22nd November 2022:

The Lord Bishop of London: My Lords, rents in London are up to double the level of rents elsewhere in the UK. Crisis has warned that the number of people sleeping rough in London has risen by a quarter in just one year, and more than half of those spotted on the streets are sleeping rough for the first time. What are the Government doing to prevent those who are struggling to pay their increasing rents from falling into homelessness?

Police, Crime, Sentencing and Courts Bill: Bishop of Manchester supports amendments on protection for Gypsy, Roma, and Traveller communities

On 13th December 2021, during a debate on the Police, Crime, Sentencing and Courts Bill, the Bishop of Manchester spoke in support of amendments that would provide protection from eviction and homelessness for those from Gyspy, Roma, and Traveller communities:

The Lord Bishop of Manchester: My Lords, I declare my interests, first in my work with the National Police Chiefs’ Council, which has already been referred to today, secondly as chair of the Wythenshawe Community Housing Group, and lastly as deputy chair of the Church Commissioners for England, one of the largest owners of farmland in the country. I think I have almost as wide a range of interests as has this extraordinarily diverse and far-reaching Bill.

I am grateful to those noble Lords from across the House who have proposed and supported the amendments in this group and spoken to them so powerfully in this debate. Like others, I am also grateful to the Minister for generously taking time to engage with us last week.

In my short time so far as a Member of your Lordships’ House, I have become accustomed to Ministers telling us that they have sympathy for our position but that the present Bill is not the way to address the matters that concern us—for example, when we tried to look at safety in high buildings on the then Fire Safety Bill. I do not see why we cannot play the same card. We need a separate Bill, one that deals comprehensively with the needs as well as the obligations of Gypsy, Roma and Traveller people—not simply legislation that offers fresh and very serious penalties for what may be rather minor infractions. The matters addressed in these clauses would surely be better dealt with in that more balanced context. That would allow Her Majesty’s Government to deliver on their manifesto commitment.

Bishop of Manchester asks about prevention of homelessness

During a debate on the cost of living on 12th October 2021, the Bishop of Manchester asked a question on government efforts to prevent increasing homelessness in the UK:

The Bishop of Manchester: My Lords, I wish that at the beginning of our proceedings this afternoon I had decided to count how many times the phrase “unintended consequences” would be heard in a ministerial voice. As someone who has long been a campaigner for and volunteer with homelessness charities, I wonder what assessment Her Majesty’s Government have made of the unintended consequences this change will have on the level of homelessness among our people. We did so well with the Everyone In scheme; it seems a shame if we are now putting that at risk. What will the Government do to mitigate that?

Bishop of Manchester asks about risks of COVID-19 to the homeless

The Bishop of Manchester asked a question on the risks of COVID-19 and the need to prioritise vaccination of the homeless on 11th January 2021:

The Lord Bishop of Manchester [V]: I thank the Minister for his replies to date and for his personal commitment to tackling homelessness in this country. He has already referred to the fact that many homeless people are at high risk of respiratory disease, including coronavirus. Will he encourage Her Majesty’s Government to prioritise the vaccination of all homeless people as a cohort, including those who do not fall neatly into one of the existing priority groups?

Bishop of Durham asks about innovative solutions to homelessness

On 12th November 2020 the House of Lords asked questions of Government on the Covid-19 lockdown and its impact on homelessness and rough sleepers. The Bishop of Durham asked a question:

The Lord Bishop of Durham [V]: The Salvation Army has an innovative project for short-term housing solutions by using “meanwhile use” land to provide high-quality modular homes rooted in church communities and supported by wider community groups. This gives the residents the provision of a flat and the relational support of the community. Bishop of St Albans asks whether ban of evictions will be extended

On 4th November 2020 the House of Lords heard the repeat of a Government statement on economic support during the second Covid-19 lockdown. The Bishop of St Albans asked a question in response:

The Lord Bishop of St Albans [V]: My Lords, there has been a particular problem in the rental market, whereby renters and landlords have suffered as a result of these latest measures. Given the temporary protection from eviction for those living in tier 2 and 3 areas, could the Government confirm whether an eviction ban will now be extended across the country and whether they will now develop a strategy to help tackle arrears brought on by Covid to avoid a tragic spike in homelessness?
