Welfare Reform Bill – Bishop of Portsmouth tables amendment on Kinship Carers


On Monday 7th December, the House of Lords debated the Government’s Welfare Reform and Work Bill during its first day of Committee. The Bishop of Portsmouth, Rt Revd Christopher Foster, spoke to amendments he had tabled to exempt kinship carers from the proposed two-child limit for new claimants. Bishop of Portsmouth speaks on Strategic Defence and Security Review

On 3rd December, 2015 the House of Lords debated a motion from Lord Attlee “that this House takes note of the United Kingdom’s role in supporting international security and stability in the light of the strategic defence and security review.” The Bishop of Portsmouth, Rt Revd Christopher Foster, spoke in the debate. Some merit much more substantial consideration—for example, international partnerships and relationships, the deliverability of counterterrorism and the cyberterrorism agendas, and the huge importance of diplomatic presence and influence. Bishop of Portsmouth responds to Autumn Statement on the economy

On 3rd December 2015 the House of Lords debated the Chancellor’s Spending Review and Autumn Statement. The Bishop of Portsmouth, Rt Revd Christopher Foster, spoke in the debate.

The Lord Bishop of Portsmouth: My Lords, the Chancellor in his Statement in the other place described this as a Government who do big things. I begin by acknowledging with gratitude the big decision to retract the proposals to alter the tax credit thresholds and taper rate. I spoke from these Benches not many weeks ago when we were assured that the Chancellor was listening. It would be possible to say more about that journey of listening leading to this big decision, but that might be churlish. I simply welcome the announcement. Bishop of Portsmouth speaks about needs of young people in the criminal justice system

On 29th October 2015 the House of Lords debated a motion from Lord Harris of Haringey “that this House takes note of the case for taking action to address the problems of young people before they enter the criminal justice system in order to reduce the prison population, improve conditions within prison, and focus on the rehabilitation of prisoners, as set out in The Harris Review: Changing Prisons, Saving Lives.” The Bishop of Portsmouth, Rt Rev Christopher Foster, spoke in the debate.

The Lord Bishop of Portsmouth: My Lords, I welcome the very thorough and wide-ranging review conducted by the noble Lord, Lord Harris. The Bishop to Prisons, the right reverend Prelate the Bishop of Rochester, regrets that he cannot be in his place today and contribute to this very welcome debate. The Harris inquiry took every opportunity to talk to young people and to the families who have tragically lost their children while they were in the care of the state in prisons and young offender institutions. Bishop of Portsmouth asks Government to support credit unions and diversity in financial services sector

On 26th October 2015 the House of Lords debated at Second Reading the Government’s Bank of England and Financial Services Bill. The Bishop of Portsmouth, Rt Rev Christopher Foster, made a short speech welcoming any measure that would promote diversity in the financial services sector, including credit unions.

Divisions – Tax Credit Regulations

On 26th October 2015 the House of Lords debated a motion to approve the Government’s Tax Credits (Income Thresholds and Determination of Rates) (Amendment) Regulations 2015.

Bishop of Portsmouth puts motion to regret Government changes on tax credits

On 22nd October 2015 Lord Freeman led a Lords debate “To ask Her Majesty’s Government what assessment they have made of the present and future strength of the reserves of the British Armed Forces.” The Bishop of Portsmouth spoke in the debate

The Whole Force Concept is journeying from theory to reality. It is a tricky journey, it seems to me, not because the Government set the wrong course five years ago but because of the scale and complexity of the task. It is true that many essential defence skills, and especially many essential national security skills, reside in the private sector as well as in the Armed Forces. To bring these together coherently and effectively requires both strategic direction and effective management. Bishops of Truro and Portsmouth receive Written Answers to Questions about Short Term Benefit Advances

On 19th and 20th October 2015 the Bishop of Truro, Rt Revd Tim Thornton, and the Bishop of Portsmouth, Rt Revd Richard Foster, received written answers to questions on short term benefit advances.

The Lord Bishop of Truro: To ask Her Majesty’s Government what proportion of those applying for a Short Term Benefit Advance (STBA) in 2014–15 were rejected because (1) they were not considered likely to be entitled to the benefit for which they required an STBA, (2) they were not considered to be in sufficient financial need to warrant an STBA, (3) they were not expected to be able to repay the loan arising from an STBA, (4) a benefit payment could be made in a timeframe that negated the need for an STBA, or (5) for other reasons. Bishop of Portsmouth asks if UK defence has a credibility and capability gap

On 15th September 2015 the Bishop of Portsmouth, Rt Revd Christopher Foster, took part in a short debate led by Earl Howe on ‘The Role and Capabilities of the UK Armed Forces, in the Light of Global and Domestic Threats to Stability and Security’. The Bishop spoke about the growing credibility and capability gaps in British defence structures.

I am very well aware of the range and depth of experience among your Lordships. I offer these comments without such knowledge and background but from deep admiration for those who serve in our Armed Forces, not least in the Royal Navy, for which you will understand my local pride.
