Votes: EU (Notification of Withdrawal) Bill – ping pong

On 7th March 2017 the House of Lords considered the Government’s EU (Notification of Withdrawal) Bill at Report. A vote was held on an amendment from Liberal Democrat Peer Lord Newby to hold a second referendum on the outcome of Brexit negotiations . Seven Lords Spiritual took part. 

On 13th March 2017, the House of Lords considered the Government’s EU (Notification of Withdrawal) Bill during ping pong, after the Commons had refused to accept amendments from the House of Lords. A vote was held on two amendments tabled by the Liberal Democrats to reinstate previously accepted amendments on the status of EU nationals and on parliamentary scrutiny. Higher Education and Research Bill: Bishop of Oxford moves amendment on Archbishop degree awarding powers

14.03.27 Bishop of SheffieldOn 8th March 2017, the Bishop of Oxford, the Rt Revd Dr Steven Croft, moved an amendment on behalf of the Bishop of Winchester to the Government’s Higher Education and Research Bill. The amendment, which was accepted by the Government, meant that the Archbishop of Canterbury’s historic powers to award degrees would be unchanged by the Bill.

Votes: EU (notification of Withdrawal) Bill – parliamentary approval of Brexit deal

On 7th March 2017 the House of Lords considered the Government’s EU (Notification of Withdrawal) Bill at Report. A vote was called on a cross-party amendment to give parliament an approval vote on a negotiated Brexit deal. Bishop of Winchester asks about overseas student numbers and effect on the economy

Higher Education and Research Bill: Bishop of Winchester on universities, providing “a public good for the common good”

On 6th December 2016, the Government’s Higher Education and Research Bill had its Second Reading in the House of Lords. The Bishop of Winchester and lead Church of England bishop for HE, the Rt Revd Tim Dakin, spoke during the debate on the Bill.

winchester171116The Lord Bishop of Winchester My Lords, I declare my interests as a visitor to five Oxford colleges and the governor of Winchester University. I thank both the Minister for Universities and Science and the noble Viscount, Lord Younger, for meeting me to discuss some of the core issues concerning the Bill. I say, too, that I look forward to hearing the maiden speech of the noble Baroness, Lady Sugg.

The positive aim of this Bill is clear: to enhance our world-class higher education system. In particular, I welcome the potential of proposed changes: putting students at the heart of the system through the Office for Students; emphasising the importance of good teaching; encouraging new providers and innovation; and a more interdisciplinary approach to research. It is also encouraging to hear that the Government are listening to concerns and are willing to amend the regulatory framework to take account of points raised. Bishop of Winchester responds to statement on the Casey Review

OBishop of Winchestern 6th December 2016, Lord Bourne repeated a Government statement made in the House of Commons about the review published by Dame Louise Casey. The Bishop of Winchester, the Rt Revd Tim Dakin, welcomed the review and commended programmes such as Near Neighbours for their potential to help social integration.

 

The Lord Bishop of Winchester My Lords, this review is very welcome for its frank and open-eyed survey of the social realities of our country. The Church of England is present and engaged in communities everywhere in the country. The importance of the work of schools, including faith schools, features largely in the review. I welcome the thrust of its approach and recommendations in relation to schools. We believe in British values, along the lines of the rich understanding of values explored in this Chamber last Friday. We will seek to respond to the review’s legitimate challenges to faith leaders.

Bishop of Winchester asks Government about importance of friendship and self-image within teaching of sex and relationship education

winchester171116On 24th November 2016 Baroness Donaghy asked Her Majesty’s Government “whether they plan to make sex and relationship education part of the national curriculum.” The Bishop of Winchester, Rt Revd Tim Dakin, asked a follow up question:

The Lord Bishop of Winchester: My Lords, does the Minister agree that it is important for such education to be about not just sex and sexuality but sex and relationships? Should such education therefore include wholesome friendships and relationships between the sexes, the importance—as already discussed—of guarding against abuse, and the vital need for young people to have a healthy self-identity? On the last point, I commend the right reverend Prelate the Bishop of Gloucester on her work with children on body image. What steps will the Government take to incorporate such broader issues and concerns into any sex and relationships curriculum? Bishop of Winchester on lifting people out of poverty through fairer trade agreements

On 17th November 2016 the House of Lords debated a motion from Liberal Democrat Peer Lord Chidgey, “to ask Her Majesty’s Government what is their assessment of the impact of Economic Partnership Agreements negotiated between the European Commission and economic regions of Africa on the agricultural economies of the African countries concerned.” The Bishop of Winchester, Rt Revd Tim Dakin, spoke in the debate:

Bishop of WinchesterThe Lord Bishop of Winchester: My Lords, I too thank the noble Lord, Lord Chidgey, for securing this debate. With Malawi on the brink of a major humanitarian crisis, there is no better time to highlight the challenges facing Africa today. I declare an interest as the chair of a small charity supporting education and development in Africa.

The welfare of the east African nations is of particular importance to me. I was born in Tanzania and spent some of my teenage years in Kenya. In the 1990s, I was the principal of a small college in Nairobi—indeed, we still keep a home situated on an old coffee farm near Thika. Through this previous experience and from regular visits, I have observed the finely balanced life which Kenyan agricultural workers live. Smallholdings are a significant element in the agricultural sector of Kenya. Many city dwellers also have a smallholding upcountry. A severe drought might mean the end of their children’s education. It may also result in families being unable to afford even the most basic medicines or in workers having to resort to desperate means of generating income to support their families.
