Bishop of Winchester asks Government about security for health and aid workers responding to Ebola outbreak in DRC

On 20th May 2019 a Government statement on the Ebola outbreak in the Democratic Republic of the Congo,  was repeated in the House of Lords. The Bishop of Winchester, Rt Revd Tim Dakin, asked a follow-up question:

The Lord Bishop of Winchester: My Lords, I thank the noble Baroness for repeating the Statement from the other place. My diocese is linked directly with the Congo and I have had a relationship with the current Bishop of North Kivu, Bishop Isesomo, for nearly 20 years.

I see the outbreak of Ebola as the presenting issue for what is a community breakdown. Over the past 25 years, particularly since the 1990s, we have seen a form of alternative governance which makes it very hard for any kind of intervention to work that does not tackle the question of security. Bishop of Winchester asks about Further Education funding

On 20th May 2019 Baroness Tyler of Enfield asked the Government “what steps they are taking to ensure that issues of (1) inter- generational fairness, and (2) well-being, are properly considered as part of the forthcoming spending review.” The Bishop of Winchester, Rt Revd Tim Dakin, asked a follow up question on FE funding:

Bishop of Winchester asks Government what is being done to increase university admissions for the disadvantaged

On 20th December 2018 the Bishop of Winchester, Rt Revd Tim Dakin, received a written answer to a question on university admissions:
The Lord Bishop of Winchester: To ask Her Majesty’s Government what steps the Office for Students is taking to encourage universities to use unconditional and other alternative offers to widen participation by minority groups including those from the most disadvantaged backgrounds.

Bishop of Winchester asks about safety of internally displaced and returning refugees in Burma

On 17th December 2018 Lord Ahmed asked the Government “what assessment they have made of the situation of Rohingya refugees and the likelihood of their safe return to Burma.” The Bishop of Winchester, Rt Revd Tim Dakin, asked a follow-up question:

The Lord Bishop of Winchester: My Lords, the diocese of Winchester has had a link with Burma/Myanmar since the late 19th century. This gateway state to Asia is therefore of great interest to the praying Christians of the diocese. Will the Minister confirm what action Her Majesty’s Government have taken to ensure the guaranteed security of existing internally displaced persons in Rakhine state and of any refugees who voluntarily return to Myanmar? Bishop of Winchester voices concern about grade inflation

Bishop of Winchester questions Government about overcrowding on the railways

On the 29th of October Baroness Randerson asked an oral question in the House of  Lords about the steps the government were taking to modernise rail fares.  The Rt Revd Tim Dakin, Bishop of Winchester, asked a supplementary question:

The Lord Bishop of Winchester: My Lords, the modernising of rail fares is one aspect of a range of changes needed in our rail service. The Transport Secretary has announced £1.3 billion of investment in spacious trains yet despite this there is still overcrowding, cancellation and delay. Staff operating train services are also unhappy and just last week, on the South Western Railway line that I use regularly, I am afraid that there were regular cancellations and further overcrowding. Can the Minister outline what action will be taken between now and the implementation of the rail review reforms in 2020 to address the urgent issues of rail cancellations, delays and significant overcrowding?

Bishop of Winchester urges Government to make UK higher education accessible as possible to international students

On 19th July 2018 Lord Norton of Louth led a debate on the motion “That this House takes note of the value to the United Kingdom of higher education as an export.” The Bishop of Winchester, Rt Revd Tim Dakin, spoke in the debate:

The Lord Bishop of Winchester: My Lords, I declare my interests as found in the register, particularly those relating to higher education.

I thank the noble Lord, Lord Norton of Louth, for securing this debate and for outlining some of the key issues, but begin by congratulating the right reverend Prelate the Bishop of Chichester on an excellent maiden speech, with its characteristic blend of deep pastoral concern, learning lightly worn and a keen appreciation of the importance of education. He and I share the pleasure of having a Cathedrals Group university in our dioceses. I am sure that my right reverend friend will contribute greatly to the deliberations of this House. Bishop of Winchester asks about religious persecution as category for refugee status

On 20th March 2018 Lord Roberts of Llandudno asked Her Majesty’s Government “what assessment they have made of the changing situation in Syria.” The Bishop of Winchester, Rt Revd Tim Dakin, asked a follow up question:

The Lord Bishop of Winchester: My Lords, will the Minister give an assurance that in the provision of humanitarian aid to those displaced in this conflict the Department for International Development’s understanding of vulnerability includes religious persecution? Will he also give an assurance that the Government will continue to ensure that the UNHCR’s procedures and criteria for determining refugee status recognise religious persecution as a distinct category? Bishop of Winchester pays tribute to former Leader of the House of Lords

On 20th March 2018 the House of Lords paid tribute to former Leader of the House, Lord Richards, whose death had been announced. The Bishop of Winchester paid tribute on behalf of the Bishops’ Benches:

The Lord Bishop of Winchester: My Lords, on behalf of these Benches, I also pay tribute to Lord Richard and associate myself with the comments already made. Lord Richard’s life was clearly one devoted to public service: MP, ambassador to the United Nations, where he worked hard on both the Middle East and then Rhodesia, and EU Commissioner before coming to this House, where he first became Leader of the Opposition and ultimately Leader of the House. Ecumenical Marriage Bill – Bishop of Winchester points to difficulties

Bishop of WinchesterOn the 23rd February 2018, Lord Deben’s  ‘Ecumenical Marriage Bill’ was debated in the House of Lords at Second Reading. The Bishop of Winchester, the Rt Revd Tim Dakin, spoke during the debate to say that he could not support the Bill for reasons related to detail and due process. The Government also declined to give the Bill its support, but as is convention, it passed Second Reading to be considered further in Committee. The Bishop’s speech and the closing speeches of the Minister and Lord Deben are reproduced below:

The Lord Bishop of Winchester: My Lords, I am grateful to the noble Lord, Lord Deben, for giving us the opportunity to speak about issues of such importance to this Bench as the celebration of marriage and our ecumenical relationships. I first acknowledge the personal and pastoral issues raised by the noble Lord and the way that he has so succinctly put those in his four concluding points, about sacraments, the ecumenical world, the fudges and the ecumenical movement.

I am, therefore, rather embarrassed to start with something slightly more dry and technical. However, I begin by addressing what I believe to be the key issue here, which is constitutional in nature. There is a long-standing constitutional convention, with which noble Lords will be very familiar, that the Church of England makes its own legislation by synodical process. That legislation comes before Parliament for approval, having first been considered by the Ecclesiastical Committee. This Bill represents a departure from that convention.
