Children and Social Work Bill: Bishop of Chester supports amendment to provide assistance to care leavers.

ChesterOn 18th October 2016, the House of Lords considered the Government’s Children and Social Work Bill at its Report Stage. The Bishop of Chester spoke in support of an amendment proposed by the Earl of Listowel aiming to improve support for care leavers.

 

The Lord Bishop of Chester My Lords, I add my strong support for the amendment, which was moved by the noble Earl with a mastery of succinctness and clarity across the issues he covered, backed up by the other noble Lords who spoke. There are powerful arguments for the amendment.

We have just been talking about the importance of relationship education and support. That is exactly what care leavers typically do not have—by definition, if you like. Think of the degree of support that your Lordships have had to give to your children at the age of 19 to 24 and beyond. I see some smiles on your Lordships’ faces, and I could smile myself and put a price tag on it. It does not exactly run into millions of pounds, but it feels like it. Bishop of Norwich calls on Government to prioritise vulnerable children in Calais

Bishop of St Albans calls for better coordination to improve Troubled Families programme

St Albans 2On 12th September 2016 Baroness Massey of Darwen asked the Government “how they will respond to the unpublished report on the effectiveness of the Troubled Families programme.” The Lord Bishop of St Albans, the Rt Revd Alan Smith, asked a follow-up question.

Bishop of St Albans: My Lords, one of the successes of this programme, which I have seen in a number of places, has been to try to get proper co-ordination. With so many different silos addressing this and so many resources going to a limited number of families, one success has been the way that progress has been made by bringing real focus and integration. Can the Minister assure us that that lesson has been learned and that we will continue to see how we can get movement on this relatively small but very problematic and difficult group, and find the way forward? Bishop of St Albans speaks in debate on school admissions

On 8th September 2016, Lord Lucas led a short debate on the question to Her Majesty’s Government: “what plans they have to support parents in navigating schools’ admissions arrangements”. The Rt Revd Dr Alan Smith, Bishop of St Albans, contributed to the debate. 

StAlbans171115The Lord Bishop of St Albans: My Lords, I am also grateful to the noble Lord, Lord Lucas, for bringing this Question to the House for debate. The right reverend Prelate the Bishop of Ely normally takes the lead on these matters but he is unable to be here today, so I want to make just a few comments. The subject of admissions is a complex one. As a child’s education is so vital and important, not surprisingly it often leads to impassioned responses. That can be true of the subject of admission to church schools, on which I know that several Members of this House have expressed opinions in the past. Before I turn directly to the topic of faith-based admissions, which your Lordships will not be surprised I wish to address, I would like briefly to set out some points by way of context. Archbishop asks Government to speed up process of bringing lone children with families in UK across from Calais Jungle camp

On 6th September 2016 Lord Roberts of Llandudno asked Her Majesty’s Government “what plans they have to speed up the reuniting of refugee children in the camps of Calais and Dunkirk with their families in the United Kingdom.” The Archbishop of Canterbury, Most Rev Justin Welby, asked a follow up question:

abccalaisqThe Archbishop of Canterbury: My Lords, the Question has been extremely specifically put about children who have families in this country; this is not about all unaccompanied children. My own diocese of Canterbury has taken on a staff member who is working in the Jungle, in co-ordination with a staff member taken on by the Catholic diocese of Arras. We are still having continual reports of delays for really quite young children who are not being brought across. Does the Minister not agree that where children—particularly young ones—have families in this country there is no reason why they should not be brought across within the day? Bishop of Southwark asks about safety of unaccompanied children in Calais Jungle camp

Policing and Crime Bill: Bishop of Southwark responds

On 18th July the House of Lords considered the Government’s Policing and Crime Bill at its Second Reading. The Bishop of Southwark, Rt Revd Christopher Chessun, spoke in the debate, focusing on proposals for police reform, gambling, mental health and young people.

SouthwarkThe Lord Bishop of Southwark: My Lords, I congratulate Ministers and their officials on bringing forward such a large Bill in so orderly a fashion. This is a Bill of nine parts; even Gaul was only divided into three. I hope your Lordships will forgive me if I make a number of points from so varied a terrain.

While the Bill addresses licensed premises for the sale of alcohol, we have no mention in it of other licensed premises, which are also vulnerable to criminal activity. We know from freedom of information requests reported in the press that from 2013 to 2014 there was a 20% rise in the number of police call-outs to betting shops. The right reverend Prelate the Bishop of St Albans, who wished to attend this debate, himself submitted a freedom of information request recently to the Gambling Commission, which reveals a 68% rise in reports of violence against the person at London betting shops over the last five years. Children and Social Work Bill 2016: Bishop of Durham moves amendment about data on child maltreatment

On 6th July 2016 the House of Lords continued to consider the Government’s Children and Social Work Bill in Committee. The Bishop of Durham, Rt Revd Paul Butler, sponsored and moved an amendment on data collection on factors underlying child maltreatment. The amendment was withdrawn following debate. The Bishop said:

14.06.10 Bishop of Durham 5The Lord Bishop of Durham: My Lords, in moving this amendment I should explain that I speak on behalf of the noble Baroness, Lady Lister of Burtersett, who has done the bulk of the work on this amendment. She is unable to be present today and sends her apologies.

Amendment 99 would require the Secretary of State to report to Parliament within six months of Royal Assent on ways of implementing the World Health Organization’s recommendation in the European Report on Preventing Child Maltreatment regarding improved data collection for monitoring and evaluation. The recommendation points to the,

“urgent need for reliable and valid data”,

on, among other things, “socioeconomic factors”, reflecting the earlier statement in the report that:

“Child maltreatment is linked to variations in socioeconomic means”.

Children and Social Work Bill 2016: Bishop of Durham queries arrangements for personal advisers

Bp Durham June 2015 bOn 6th July 2016 the House of Lords continued to consider the Government’s Children and Social Work Bill in Committee. The Bishop of Durham, Rt Revd Paul Butler, spoke during debate on an amendment from Labour’s Lord Warner on personal advisers. The amendment was withdrawn following debate. The Bishop said:

The Lord Bishop of Durham: My Lords, I rise to express not dissimilar concerns to the noble Baroness, Lady Howarth. I firmly support the tenor of what is proposed, but at the same time I go back to Second Reading when the noble Baroness, Lady Hughes, raised the question of foster carers. Some foster carers will rail against the professionalisation of advice. If we believe that there needs to be flexibility in the range of personal advisers, we need to beware of the Bill being so constraining that we lose that flexibility. Children and Social Work Bill 2016: Bishop of Durham sponsors amendment on profit-making in children’s social services

On 6th July 2016 the House of Lords continued to consider the Government’s Children and Social Work Bill in Committee. The Bishop of Durham, Rt Revd Paul Butler, co-sponsored and spoke in support of an amendment on profit-making and children’s social services functions. The amendment was withdrawn following debate. The Bishop said:

Bp Durham June 2015 bThe Lord Bishop of Durham: My Lords, I was pleased to add my name to this amendment and I support the arguments that have been put by the noble Lord, Lord Ramsbotham, and the noble Baroness, Lady Walmsley. I want to add that this is about the best interests of the child, and children are the only ones who should profit from anything here. However, I add another concern. When we come to debate Clause 15, and the possibility of exemptions, I am slightly concerned that, if this measure is not in the Bill, such exemptions might be used as a way of circumventing the issue around profit and not for profit.
